Abu Dhabi Launches AI-Driven Digital Strategy for 2025-2027

The Abu Dhabi Government has launched the “Abu Dhabi Government Digital Strategy 2025-2027,” a bold initiative aimed at positioning the emirate as a global leader in AI-driven governance. Spearheaded by the Department of Government Enablement – Abu Dhabi (DGE) in collaboration with various government entities, the strategy outlines an ambitious vision for leveraging AI to transform public service delivery. With a funding commitment of AED13 billion for the 2025-2027 period, the strategy seeks to foster innovation and accelerate technology adoption across the emirate.

A core objective of the strategy is to build a robust digital infrastructure that supports the full adoption of sovereign cloud computing and the digitization and automation of all government processes. A unified digital enterprise resource planning (ERP) platform will be developed to streamline operations, enhancing efficiency and productivity across government sectors.

Under the “AI for All” program, the Abu Dhabi government is investing in citizen empowerment through AI training initiatives, with plans to implement over 200 AI solutions across government services. This initiative will further solidify Abu Dhabi’s position as a global hub for AI innovation.

To ensure cybersecurity resilience, the strategy includes the creation of comprehensive digital guidelines and frameworks, addressing future challenges proactively. His Excellency Ahmed Hisham Al Kuttab, Chairman of the DGE, emphasized that the strategy aligns with the leadership’s vision of an AI-native government, with AI integration set to transform public service delivery and drive sustainable economic growth.

The Abu Dhabi Government Digital Strategy builds on over a decade of digital advancements, evolving from e-government to smart services and now, to AI-powered solutions for citizens, residents, and businesses. Recent developments such as TAMM 3.0 and the Abu Dhabi Program for Effortless Customer Experience signal the next phase of this transformation, incorporating AI, sustainability, and cloud technologies.

This transformative strategy is expected to contribute over AED24 billion to Abu Dhabi’s GDP by 2027 and create more than 5,000 employment opportunities, supporting Emiratisation efforts. Key partnerships with the Mohamed bin Zayed University of Artificial Intelligence, the Advanced Technology Research Council (ATRC), G42, and other global partners will accelerate AI infrastructure development and upskilling, reinforcing Abu Dhabi’s role as a leader in digital governance and sustainable development.
