Huawei has announced the launch of its GovTech1.0 Framework during GITEX GLOBAL 2025. Allen Tang, President of Huawei’s Middle East & Central Asia ICT Marketing & Solution Sales Department, revealed the framework as a strategic blueprint for governments’ digital and intelligent transformation.

In his keynote, Tang shared Huawei’s latest insights and practices for helping governments accelerate their digitalization. He explained how the GovTech1.0 Framework and related solutions can drive smarter investments and more efficient governance.

Tang also introduced Huawei’s Global Digitalization & Intelligence Index (GDII). The index tracks digital economy development across 90 countries using seven pillars: data creation, transfer, processing and storage, application, digital energy, policy, and talent ecosystem. He emphasized that innovative technologies are central to socio-economic growth worldwide.

The GovTech1.0 Framework is built around four key concepts: network broadbandization, platform standardization, data harmonization, and application intelligentization. Huawei integrates smart networks, unified platforms, and AI to support digital portals, public services, and emergency response.

• Network broadbandization addresses high-bandwidth e-government networks for digital offices and urban access.
• Platform standardization focuses on unified cloud infrastructures for secure and efficient resource management.
• Data harmonization promotes data integration to overcome sharing barriers and enhance governance quality.
• Application intelligentization supports one-stop AI tools like DevCloud and ModelArts for faster, smarter applications.

According to Tang, over 170 countries have issued digital strategies. Pioneers such as Saudi Arabia, UAE, and Kazakhstan have achieved breakthroughs in service efficiency and data governance. Huawei aims to help governments globally implement intelligent governance and drive digital transformation.
