e& enterprise, the digital transformation arm of global technology group e&, and the Office for IT and e-Government of Serbia announced a strategic Memorandum of Understanding (MoU) today. The agreement sets a framework for cooperation on advanced digital infrastructure projects. It includes plans to expand Serbia’s data center capacity and strengthen its position as a regional digital hub.

The MoU was formalized at e&’s Al Kifaf headquarters in Dubai by Khalid Murshed, CEO of e& enterprise, and Dr. Mihailo Jovanović, Director of Serbia’s Office for IT and e-Government. The partnership aims to triple the country’s current data center capacity by adding up to 40 megawatts to Serbia’s existing 14-MW Tier-4 campus in Kragujevac.

Khalid Murshed said, “Data centers are at the heart of every digital economy. Serbia has already proven its capability with world-class infrastructure, quickly becoming a digital nerve-centre for Southeast Europe.” He added that combining the Office’s eGovernment engine with e& enterprise’s global expertise will support startups, banks, and AI workloads across the Balkans.

Dr. Mihailo Jovanović revealed that the partnership accelerates Serbia’s ambitions to become a trusted regional hub for EU-grade sovereign digital infrastructure. He noted that this expansion will reduce latency for citizens, create more opportunities for entrepreneurs, and strengthen the region’s digital backbone.

Since its establishment in 2017, the Office for IT and e-Government has advanced Serbia’s digital transformation, including the creation of the country’s first state-owned Tier-4 data center with 14 MW capacity and 1,080 racks. Land has already been secured for a future 40 MW expansion block.

Through this MoU, e& enterprise and the Office will explore joint opportunities to expand data center capacity. They aim to make Serbia a trusted host for critical workloads, including sovereign government data, hyperscalers, and enterprise applications.

The deal follows e&’s recent MoU with 4iG Group in Hungary. It includes potential joint digital infrastructure initiatives in Serbia and the Balkans, covering subsea and terrestrial networks, advanced connectivity, and integration with e&’s Middle East backbone and Africa-1 subsea cables. This will enable secure and seamless traffic flows between the MENA region and Europe.
