Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications, announced the launch of the Artificial Intelligence Readiness Index. The initiative aims to assess how prepared federal entities are to lead and excel in the era of AI adoption.

He revealed that under the vision of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, the UAE has achieved a 97% utilisation rate of AI tools across government entities.

The minister stated that this milestone reflects the nation’s proactive approach, agility in adopting advanced technologies, and its growing status as a global leader in AI.

The announcement was made during a session on national experiences in artificial intelligence, held as part of the UAE Government Annual Meetings 2025 in Abu Dhabi. The session gathered chief AI officers from various federal entities to review national experiences and future strategies in the AI field.

He noted that technology, like every invention, requires both developers and adopters. He emphasized that both are equally vital to advancing innovation.

Al Olama highlighted that the world is undergoing a comprehensive digital transformation, with several nations excelling in adopting advanced technologies, even when not developed locally. This, he added, has enabled them to become leaders in digital transformation.

He further underscored that the UAE’s vision is based on the belief that artificial intelligence empowers humans rather than replaces them. The minister affirmed that AI’s main goal is to enhance human capability and efficiency, not to eliminate human roles.

  • AI now defines competition by intelligence, not size.
  • Productivity is determined by speed rather than age.

He concluded that artificial intelligence increases the productivity of every Emirati by 100 times, equating the UAE’s collective capacity to that of 100 million people.
