The Dubai Health Authority<\/a> has launched the Unified Medical Report for People of Determination, a new project that establishes a standardised medical reference for diagnostic and classification processes. The initiative supports the One Government approach through integrated digital systems. The Unified Medical Report introduces a more coordinated and data-driven approach to healthcare classification in Dubai.<\/p>\n\n\n\n

The project forms part of the People of Determination Services Team initiatives under the City Makers initiative led by the General Secretariat of The Executive Council of Dubai. In addition, the team brings together multiple entities, including the Dubai Health Authority, the Community Development Authority in Dubai, Dubai Health, the Dubai Government Human Resources Department, the Knowledge and Human Development Authority, Dubai Police, Parkin Company, the Dubai Autism Centre, and the Dubai Club for People of Determination. Together, these entities aim to deliver integrated and proactive services for People of Determination and their families.<\/p>\n\n\n\n

The announcement was made during a virtual forum organised by the Community Development Authority in collaboration with the Dubai Health Authority<\/a>. During the forum, key components of the project were presented. Moreover, its role in improving the customer journey and enhancing access to services was highlighted.<\/p>\n\n\n\n

The Unified Medical Report aims to standardise diagnostic and classification mechanisms. It also enhances the accuracy of assessments. Furthermore, it establishes a reliable data foundation that enables relevant entities to deliver proactive services. As a result, access to services is expected to improve, along with better integration across systems.<\/p>\n\n\n\n

The project is supported by an integrated digital system. This system links the NABIDH with relevant government and healthcare systems. Consequently, unified medical reports are issued in line with the ICD-10. This strengthens the reliability of health data and supports evidence-based decision-making.<\/p>\n\n\n\n

In addition, the project introduces a fully integrated digital journey. It begins with case assessment at an accredited healthcare facility. Then, diagnosis is registered, and a unified medical report is prepared. Finally, the SANAD card is issued. This allows People of Determination to access services more efficiently through digital channels.<\/p>\n\n\n\n

The DHA stated that the initiative is expected to accelerate access to services. It also ensures consistent and equitable assessments. Moreover, it improves efficiency across the wider government system. This is achieved through better diagnostic accuracy and stronger data integration across entities.<\/p>\n\n\n\n

The authority further explained that the project supports Dubai\u2019s digital transformation agenda. It also reinforces data-driven decision-making. In addition, it advances the One Government approach through system integration and standardised procedures.<\/p>\n\n\n\n

According to Dr. Atef Abdullateef Saleh, Head of the General Medical Committee Office at the Dubai Health Authority, the project represents a significant step forward in the medical assessment system. He noted that it standardises criteria, enhances customer experience, strengthens report reliability, and reduces variation in case evaluations.<\/p>\n\n\n\n

He added that unified methodologies based on ICD-10 and functional impact assessments ensure fairness and transparency. At the same time, they support Dubai\u2019s goal of building an advanced and integrated data-driven health system aligned with global best practices.<\/p>\n\n\n\n

Maitha Al Shamsi, Executive Director of the Community Empowerment Sector at the Community Development Authority in Dubai, said the project reflects an advanced model of government integration. She also highlighted its role in improving quality of life for People of Determination and their families through connected social and health services supported by accurate data and an integrated digital ecosystem.<\/p>\n\n\n\n

She added that the initiative simplifies the customer journey. It also enables faster access to services. Furthermore, it strengthens social inclusion and reinforces fairness and equal opportunity in line with the Dubai Social Agenda 33.<\/p>\n\n\n\n

The initiative is part of broader programmes under the People of Determination Services Team within the City Makers initiative. These programmes aim to provide seamless, integrated, and proactive services across participating entities.<\/p>\n\n\n\n
