He made the remarks during an interview with the Atlantic Council.<\/p>\n\n\n\n<p>He added that global energy systems require investment across the entire value chain. Moreover, he stressed that ADNOC is advancing a new phase of large-scale project execution. This includes accelerating construction of a second pipeline designed to double export capacity through Fujairah Port, which bypasses the Strait of Hormuz. The project is already 50 percent complete and is expected to be delivered by 2027.<\/p>\n\n\n\n<p>He noted that too much of the world\u2019s energy still moves through a limited number of chokepoints. Therefore, the UAE had taken earlier decisions to invest in alternative infrastructure routes more than a decade ago. In 2025, work on the second pipeline was accelerated to improve resilience.<\/p>\n\n\n\n<p>Dr. Sultan bin Ahmed Al Jaber also confirmed that ADNOC remains committed to its US$150 billion five-year capital expenditure programme. This investment is aimed at strengthening operations, supporting growth, and meeting rising global energy demand. At the same time, he said the global energy sector remains underinvested.<\/p>\n\n\n\n<p>He highlighted that upstream investment stands at around US$400 billion annually. However, this level only offsets natural decline rates. In addition, global spare capacity is around 3 million barrels per day, while it should be closer to 5 million. He also warned that around 250 million barrels were drawn from storage in just two months, leaving only 30 to 35 days of effective cover.<\/p>\n\n\n\n<p>Furthermore, he explained that the Strait of Hormuz disruption affects not only oil and gas, but also LNG, jet fuel, fertiliser, aluminium, helium, critical minerals, plastics, and consumer goods. As a result, global supply chains face broad pressure. Fuel prices have risen by 30 percent, fertiliser by 50 percent, and airfares by 25 percent.<\/p>\n\n\n\n<p>He also noted that nearly 80 countries have introduced emergency economic measures within 80 days of the conflict. Meanwhile, oil flows through the Strait of Hormuz would take around four months to recover to 80 percent of pre-conflict levels, while full recovery may not occur before Q1 or Q2 2027.<\/p>\n\n\n\n<p>Dr. Sultan bin Ahmed Al Jaber called for Iran to halt disruptions to maritime trade and urged global leaders to protect freedom of navigation. He warned that allowing any country to control key global waterways would set a dangerous precedent.<\/p>\n\n\n\n<p>In addition, he clarified that the UAE\u2019s recent exit from OPEC was a strategic decision aimed at increasing flexibility for investment and long-term value creation. He said the move was not a reaction and not directed against any institution.<\/p>\n\n\n\n<p>He further said oil demand is expected to remain above 100 million barrels per day into the 2040s. Therefore, the world will continue to rely on low-cost and low-carbon producers. He added that natural gas is becoming increasingly important for power generation, AI infrastructure, manufacturing, and economic growth.<\/p>\n\n\n\n<p>He also outlined ADNOC\u2019s diversification into AI infrastructure, data centres, semiconductors, advanced manufacturing, and critical minerals. Moreover, he highlighted the strategic importance of the UAE-US partnership, noting that UAE investment in the United States exceeds US$1 trillion.<\/p>\n\n\n\n<p>He said ADNOC, XRG, and Masdar have invested more than US$85 billion across 19 US states. He also stated that both countries are now co-investors in future economic systems built on trust and long-term cooperation.<\/p>\n\n\n\n<p>Dr. Sultan bin Ahmed Al Jaber added that ADNOC\u2019s resilience is supported by strong revenues and diversified infrastructure. He said the company has adapted supply routes during disruption, including shifting volumes through the East Coast and expanding its trading network.<\/p>\n\n\n\n<p>He also noted that listed ADNOC companies continue to deliver strong returns despite market volatility. Furthermore, he said investor confidence in the UAE remains strong due to its infrastructure resilience and stable systems.<\/p>\n\n\n\n<p>He explained that recent events revealed three key lessons. First, resilience is essential and becomes most valuable during crises. Second, AI must be integrated into systems from the start. Third, energy security depends on routes, storage, access, and redundancy.<\/p>\n\n\n\n<p>He added that the UAE\u2019s resilience is rooted in long-term national strategy and partnerships. He also said the country has withstood over 3,000 missile and drone attacks while maintaining stability and economic continuity.<\/p>\n\n\n\n<p>He stressed that energy security must now account for infrastructure, logistics, and supply chain diversification. In addition, he said AI-driven demand will significantly increase electricity consumption, particularly from data centres, which could double global demand to around 1,000 terawatt-hours by the end of the decade.<\/p>\n\n\n\n<p>He warned that data centres in the United States alone could rise from 5 percent to nearly 15 percent of electricity demand by 2030.
