The UAE Cyber Security Council<\/a> has reaffirmed the country’s commitment to strengthening international cooperation to counter the misuse of artificial intelligence<\/a> and emerging technologies by terrorist organisations and extremist groups. The council also stressed the importance of building a safe and trusted cyberspace that supports global efforts to preserve peace and security.<\/p>\n\n\n\n

The announcement was made during the participation of the UAE delegation, which included the UAE Cyber Security Council, at the High-Level Conference on Counter-Terrorism. The conference was held as part of the Fourth United Nations Counter-Terrorism Week, taking place from 26 June to 2 July.<\/p>\n\n\n\n

During the fourth session of the conference, titled “Strategic Capacity Building Responses: Countering Misuse of AI, New and Emerging Technologies,” Dr. Mohamed Al Kuwaiti, Head of Cyber Security for the UAE Government, addressed delegates on the opportunities and risks associated with artificial intelligence and cyberspace.<\/p>\n\n\n\n

He said rapid advances in AI and cyberspace are providing governments with sophisticated tools to detect threats, protect critical infrastructure, and enhance community security. However, he also warned that terrorist organisations and extremist groups are exploiting these technologies to spread propaganda, recruit and radicalise individuals, create misleading synthetic media content, and operate across borders to avoid detection.<\/p>\n\n\n\n

Therefore, Al Kuwaiti called for stronger international cooperation to ensure the safe, responsible, and trustworthy development and use of artificial intelligence and emerging technologies.<\/p>\n\n\n\n

He also highlighted that maintaining a secure cyberspace requires resilient national institutions capable of keeping pace with technological advancements. According to Al Kuwaiti, technology alone is not enough. Instead, countries must also invest in strong institutions, skilled human capital, secure data protected by effective governance frameworks, resilient cyber infrastructure, and coordinated institutional mechanisms that enable a rapid response to evolving cyber threats.<\/p>\n\n\n\n

Furthermore, he said the UAE Cyber Security Council has demonstrated through the country’s experience that sustainable capacity building is essential for addressing cyber threats. He noted that investing in national talent, exchanging operational expertise, building technology partnerships, and strengthening cyber and digital resilience are key to creating institutions capable of adapting to future challenges.<\/p>\n\n\n\n

Al Kuwaiti also emphasised that cyber threats do not recognise national borders. As a result, he urged governments, the United Nations, private sector organisations, and academic institutions to expand cooperation. He said stronger partnerships are needed to exchange expertise, support national capacity building, and ensure that AI and cyber capabilities are deployed in line with international law, including international human rights obligations.<\/p>\n\n\n\n

Meanwhile, the UAE presented its integrated national cybersecurity framework during the conference. The framework aims to strengthen national preparedness against cyber threats, protect critical digital infrastructure, and enhance cyber defence capabilities through institutional development, investment in national talent, improved governance, and greater digital resilience.<\/p>\n\n\n\n

At the conclusion of the event, the UAE Cyber Security Council reaffirmed the country’s commitment to working with international partners to build a secure, trusted, and resilient digital environment. It also pledged to promote the responsible use of artificial intelligence and emerging technologies in support of international efforts to combat terrorism and strengthen global peace, security, and stability.<\/p>\n\n\n\n
