Kluge, WHO Regional Director for Europe, said AI is transforming healthcare by supporting diagnosis, improving clinical workflows, and helping address growing workforce shortages across the region.<\/p>\n\n\n\n<p>However, he cautioned that the AI governance gap remains the biggest challenge facing healthcare systems today.<\/p>\n\n\n\n<p>&#8220;While the tools are in place, the regulations are nowhere to be found in most of the countries,&#8221; Kluge said. He added that the gap between AI deployment and governance is exposing patients to potential risks and weakening public trust in health systems.<\/p>\n\n\n\n<p>According to Kluge, biased AI algorithms can lead to incorrect diagnoses, resulting in real consequences for patients. He stressed that strong governance frameworks are essential to ensure AI is deployed safely and responsibly.<\/p>\n\n\n\n<p>The WHO noted that two-thirds of the 53 countries in its European Region are already using AI-powered diagnostic tools. In addition, half of the countries have introduced AI-powered patient chatbots. Despite this progress, only one in 12 countries has developed a strategy to govern AI use in healthcare.<\/p>\n\n\n\n<p>Furthermore, only 8 percent of countries in the WHO European Region have a health-specific AI strategy. Nearly 40 percent have no ethical guidance for AI use in healthcare settings.<\/p>\n\n\n\n<p>The organization also highlighted significant education and training gaps. Only one in five countries provides AI education for healthcare students, while just one in four offers AI training for healthcare professionals already in the workforce.<\/p>\n\n\n\n<p>Kluge described the situation as &#8220;concerning,&#8221; warning that insufficient oversight could negatively affect patient care and reduce confidence in healthcare systems. He said the AI governance gap must be addressed before AI adoption expands further across hospitals and healthcare services.<\/p>\n\n\n\n<p>Looking ahead, WHO plans to launch a Roadmap on AI and Health in 2028. The initiative aims to strengthen governance, improve ethical standards, and support the safe and effective use of AI in healthcare.
