The UN AI Governance agenda took center stage as UN Secretary-General Ant\u00f3nio Guterres<\/a> called on governments and technology companies to work together to ensure artificial intelligence<\/a> benefits every country, instead of deepening global inequality.<\/p>\n\n\n\n

Speaking at the opening ceremony of the World Artificial Intelligence Conference (WAIC) in Shanghai on Friday, Guterres described AI as “humanity’s greatest opportunity in the 21st century.” However, he warned that it could also become “one of its greatest risks” without stronger international cooperation.<\/p>\n\n\n\n

He stressed that technology shaping the future of humanity should be developed with participation from all nations.<\/p>\n\n\n\n

“Technology that will shape the future of humanity must be shaped by all of humanity,” Guterres said. He added that UN AI Governance cannot be driven by only a handful of countries or companies, emphasizing that every nation should have a seat at the table.<\/p>\n\n\n\n

According to Guterres, AI has the potential to accelerate medical breakthroughs, improve education, strengthen food systems and create new jobs. As a result, it could help countries make faster progress toward the Sustainable Development Goals (SDGs).<\/p>\n\n\n\n

However, he cautioned that many developing nations remain at risk of being left behind. He noted that one-third of the world’s population is still offline, while computing power, technical expertise and AI investment remain concentrated in a limited number of countries and companies.<\/p>\n\n\n\n

Consequently, he warned that failing to address these gaps could lead to greater inequalities in income, opportunity and security.<\/p>\n\n\n\n

To help narrow the divide, Guterres announced that more than 20 countries, including China, have nominated centers for a UN-supported Global Network for Exchange and Cooperation on AI Capacity Building.<\/p>\n\n\n\n

In addition, he revealed plans to present recommendations for a Global Fund for AI in the near future and encouraged governments to support both initiatives.<\/p>\n\n\n\n

Guterres outlined three priorities for advancing UN AI Governance globally. These include expanding AI capacity in developing countries, establishing international AI safety standards, and making AI systems more environmentally sustainable.<\/p>\n\n\n\n

He said developing countries should have access to the tools needed to build AI systems using their own data, languages and expertise. At the same time, governments should adopt common approaches to AI testing and risk management that are grounded in international law.<\/p>\n\n\n\n

The UN chief also stressed the importance of protecting human rights. “Humans must keep control over every life-and-death decision,” he said. He further stated that no AI system should be placed in the hands of a child until it has been proven safe.<\/p>\n\n\n\n

On sustainability, Guterres urged major AI companies to disclose the environmental impact of their AI systems and transition their operations to renewable energy by 2030. He also called on governments to integrate clean energy for AI into their national strategies.<\/p>\n\n\n\n

“The defining question is whether that transformation will reduce inequalities or reinforce them,” Guterres said. “Whether it will concentrate power or expand opportunity.”<\/p>\n\n\n\n

As global adoption of artificial intelligence continues to accelerate, Guterres said UN AI Governance must remain inclusive, responsible and collaborative to ensure AI delivers benefits for all countries rather than widening existing global divides.<\/p>\n","protected":false},"excerpt":{"rendered":"
