The UAE PASS<\/a> has been recognised by the World Economic Forum (WEF)<\/a> as a global model for digital transformation, highlighting the UAE’s progress in building trusted, people centric digital government services.<\/p>\n\n\n\n

The recognition appears in the World Economic Forum report, The GovTech Compass: Ten Principles for the Responsible Implementation of GovTech and Digital Public Infrastructure<\/em>. The report highlights the maturity of the UAE’s digital transformation and its seamless integration of government services through a human centric approach that prioritises people’s needs over technology.<\/p>\n\n\n\n

Moreover, the report recognised UAE PASS under its Seventh Principle, titled “From Digital Maximalism to Digital Pragmatism.” This principle encourages governments to build shared and reusable national digital infrastructure instead of developing separate systems across individual government<\/a> entities.<\/p>\n\n\n\n

According to the report, UAE PASS serves as a practical example of unified digital infrastructure. It enables government entities to use shared digital capabilities, strengthen government integration, improve service efficiency, and deliver better user experiences.<\/p>\n\n\n\n

Hamad Obaid Al Mansoori, Director-General of Digital Dubai, said the World Economic Forum’s recognition reflects the UAE’s leadership in creating an integrated digital model based on trust, collaboration, and a human centric approach. He added that the initiative aligns with the country’s vision of building a connected government where improving quality of life remains the main driver of digital transformation.<\/p>\n\n\n\n

Eng. Majed Sultan Al Mesmar, Director-General of the Telecommunications and Digital Government Regulatory Authority (TDRA), said the UAE PASS ecosystem represents an advanced model of national collaboration and partnership. He noted that TDRA plays a central role in overseeing digital transformation at the federal level.<\/p>\n\n\n\n

Meanwhile, Wesam Lootah, Director-General of GovDigital at the Department of Government Enablement, Abu Dhabi, said the achievement reflects the UAE’s vision to reshape government operations through advanced technologies and artificial intelligence. He added that these efforts support the delivery of more efficient, seamless, and proactive government services.<\/p>\n\n\n\n

UAE PASS is the country’s unified national digital identity platform. It was developed through a strategic partnership between Digital Dubai, the Telecommunications and Digital Government Regulatory Authority (TDRA), and the Department of Government Enablement, Abu Dhabi. The platform provides a unified federal digital infrastructure that allows users to securely access government and private sector services while enabling digital document signing across the UAE.<\/p>\n\n\n\n

The initiative is also the result of national collaboration involving the Ministry of Interior, the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), and the Dubai Electronic Security Centre.<\/p>\n\n\n\n

Today, UAE PASS has more than 12 million registered users and supports millions of digital transactions every year across hundreds of government and private sector services.
