Dubai Municipality<\/a> has opened a new integrated pet shelter at the Birds and Pets Market in Warsan, expanding veterinary services and strengthening animal welfare across the emirate. The integrated pet shelter reflects the Municipality’s commitment to compassion, responsible pet ownership, and sustainable urban development.<\/p>\n\n\n\n

The new facility provides a safe and humane environment for stray and loose companion animals. It also supports responsible adoption and the sustainable management of stray animal populations. Every animal receives comprehensive care based on internationally recognized health and welfare standards before being matched with suitable adoptive families.<\/p>\n\n\n\n

Moreover, the project supports the objectives of the Dubai Civility Committee. It aims to enhance the city’s urban landscape while promoting positive community behavior and improving the quality of life for residents and visitors. The initiative also reinforces Dubai’s humanitarian values by encouraging compassion, animal welfare, and sustainable civic practices.<\/p>\n\n\n\n

To further strengthen the project, Dubai Municipality<\/a> signed Memorandums of Understanding (MoUs) with Vets Fur Pets Veterinary Clinic and Phoenix Veterinary Clinic. These partnerships will support animal health and welfare by adopting international best practices, digital solutions, and values of compassion rooted in the UAE’s heritage and Islamic principles.<\/p>\n\n\n\n

Under the agreements, the partners will collaborate on treating stray and loose companion animals suffering from injuries or serious illnesses. The cooperation will help stabilize animals, support rehabilitation, and improve standards of care. In addition, the partnerships will promote humane management practices for community animals while increasing public awareness of responsible pet ownership and animal welfare.<\/p>\n\n\n\n

The scope of cooperation also includes sustainable management of community animal populations through Trap-Neuter-Return (TNR) programs for stray cats. Furthermore, treatment and care programs will be provided for stray dogs and cats. The agreements also cover awareness campaigns, educational initiatives, and outreach activities. They will encourage knowledge sharing among government entities, academic institutions, veterinary professionals, private sector organizations, and community groups. Training programs, workshops, and volunteer engagement will also form part of the collaboration.<\/p>\n\n\n\n

At the same time, Dubai Municipality launched a dedicated digital adoption platform alongside the integrated pet shelter. The platform allows users to browse animals available for adoption while reviewing their health and behavioral profiles. As a result, prospective adopters can make informed decisions based on the needs of each animal, making the adoption process simpler and more efficient.<\/p>\n\n\n\n

The shelter features several modern facilities designed according to international standards for animal care. These include a Customer Happiness Centre, a dedicated pre-adoption viewing area, and interactive adoption rooms where visitors can meet animals before completing the adoption process.<\/p>\n\n\n\n

Additionally, the facility houses a fully equipped veterinary clinic, a state-of-the-art surgical operating theatre fitted with advanced veterinary technologies, and a dedicated pet grooming unit.<\/p>\n\n\n\n

The shelter also includes a reception and rehabilitation area for stray and loose animals. Here, rescued animals receive care based on scientific and humane practices. Another dedicated center helps reunite lost pets with their owners after verifying identification and ownership details.<\/p>\n\n\n\n

Dr. Naseem Mohammed Rafei, Acting CEO of the Environment, Health and Safety Agency at Dubai Municipality, said, “The opening of the integrated pet shelter marks an important step in the continued development of Dubai Municipality’s public health and veterinary services. The facility enhances our ability to provide sustainable, efficient and proactive services that protect animal welfare and contribute to a higher quality of life across the emirate.<\/p>\n\n\n\n

“The shelter supports the ‘One Health’ approach by recognizing the close relationship between human, animal and environmental health. It also encourages responsible adoption and pet ownership while reinforcing the values of compassion, humanity and civic responsibility that support Dubai’s vision to become the world’s best city to live in.”<\/p>\n\n\n\n

Dubai Municipality continues to follow a scientific and humane approach to managing stray and loose companion animals. This includes providing essential care for rescued animals while implementing internationally recognized Trap-Neuter-Return (TNR) and, where appropriate, Trap-Neuter-Vaccinate-Return (TNVR) programs.<\/p>\n\n\n\n

Under these programs, stray cats are humanely trapped, neutered, and vaccinated when required before being returned to their original locations. However, this is done only when it does not pose a risk to public safety or the animals’ wellbeing.<\/p>\n\n\n\n

Earlier this year, Dubai Municipality also introduced the region’s first “Ihsan” smart feeding stations for stray and loose companion animals. The initiative deployed 12 AI-powered feeding units across several locations in Dubai to support animal welfare, environmental sustainability, and responsible community behavior.<\/p>\n\n\n\n

Dubai Municipality is encouraging residents to support the integrated pet shelter by adopting companion animals and providing them with safe and caring homes.
