The move is the latest step in a superintelligence policy push that began as a change of vocabulary. Trump announced the force on Sunday 4 October in a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/117382616783706638\" target=\"_blank\" rel=\"noreferrer noopener\">post on Truth Social<\/a>, days after a White House meeting with major AI companies, <a href=\"https:\/\/www.cbsnews.com\/news\/ai-super-intelligence-force-trump-jay-clayton\/\" target=\"_blank\" rel=\"noreferrer noopener\">CBS News reported<\/a>.<\/p>\n\n\n\n<p>The force will be led by Director of National Intelligence Jay Clayton, Federal Trade Commission Chairman Andrew Ferguson, Pentagon chief technology officer Emil Michael and Office of Personnel Management Director Scott Kupor. It will report to Trump and White House Chief of Staff Susie Wiles, according to CBS News. Trump said it will coordinate federal engagement with consumers, public interest groups, religious organisations, critical infrastructure providers and AI companies.<\/p>\n\n\n\n<p>Details are limited. <a href=\"https:\/\/abcnews.com\/Politics\/president-donald-trump-announces-creation-super-intelligence-force\/story?id=136986122\" target=\"_blank\" rel=\"noreferrer noopener\">ABC News noted<\/a> that the announcement did not outline specific actions or oversight powers for the force. It is also a US federal body. Neither the president\u2019s post nor the coverage available at the time of writing names another country as a member or backer.<\/p>\n\n\n\n<p>The term is gaining attention because the politics of AI have shifted. CBS News described the announcement as coming amid growing calls for guardrails. <a href=\"https:\/\/www.aljazeera.com\/economy\/2026\/9\/30\/how-does-trumps-white-house-ai-accord-work\" target=\"_blank\" rel=\"noreferrer noopener\">Al Jazeera reported<\/a> that executives at OpenAI, Anthropic and Google DeepMind had called in recent months for mandatory standards, binding regulation or a watchdog. Trump has consistently opposed tighter oversight, arguing that it would weaken the US position against China, <a href=\"https:\/\/www.euronews.com\/2026\/09\/24\/artificial-is-out-trump-orders-officials-to-call-it-super-intelligence-instead\" target=\"_blank\" rel=\"noreferrer noopener\">Euronews reported<\/a>. His administration\u2019s response so far is a new name, a voluntary industry pledge and a coordinating body, not binding rules.<\/p>\n\n\n\n<p><strong>How the rename unfolded<\/strong><\/p>\n\n\n\n<p>The shift began at the UN General Assembly on 22 September. Trump told delegates that US government documents would replace the word artificial with super, and he rejected any international scheme to control the technology, according to <a href=\"https:\/\/www.euronews.com\/2026\/09\/24\/artificial-is-out-trump-orders-officials-to-call-it-super-intelligence-instead\" target=\"_blank\" rel=\"noreferrer noopener\">Euronews<\/a> and <a href=\"https:\/\/thehill.com\/homenews\/administration\/6104142-trump-renames-ai-super-intelligence\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Hill<\/a>. A State Department bureau then told staff to change the term in documents and positions, based on an email obtained by the Associated Press.<\/p>\n\n\n\n<p>The formal step came on 29 September. <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/09\/inaugurating-the-era-of-super-intelligence\/\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 14434<\/a>, titled \u201cInaugurating the Era of Super Intelligence\u201d, directs federal agencies to use the terms Super Intelligence and SI instead of <a href=\"https:\/\/techxmedia.com\/en\/category\/emerging-technologies\/artificial-intelligence\/\">Artificial Intelligence<\/a> and AI in official correspondence, websites, reports and other non-statutory documents, to the maximum extent permitted by law. This executive order on superintelligence terminology does not require changes to earlier regulations, contracts or grants. <a href=\"https:\/\/www.techrepublic.com\/article\/news-trump-super-intelligence-ai-executive-order\/\" target=\"_blank\" rel=\"noreferrer noopener\">TechRepublic notes<\/a> that it does not direct private companies to rename products or stop using the term AI.<\/p>\n\n\n\n<p>The order also defines the new term narrowly. For its purposes, Super Intelligence means the technologies already covered by the statutory definition of artificial intelligence in US law. In addition, it gives the president\u2019s science and technology adviser 60 days, which runs to late November, to propose legislative language for a federal definition. (Official US documents write Super Intelligence as two words. This article uses one word except in official names.)<\/p>\n\n\n\n<p>Separately, a White House fact sheet on Chinese President Xi Jinping\u2019s state visit says the two countries agreed to use the term, to hold a US-China Super Intelligence Dialogue and to set up a communication channel for incidents, as the <a href=\"https:\/\/www.koreatimes.co.kr\/foreignaffairs\/20260926\/trump-xi-agree-to-establish-ai-communication-channel-oppose-tolls-on-intl-waterways-white-house\" target=\"_blank\" rel=\"noreferrer noopener\">Korea Times reported<\/a>. The records differ, however. Advisory firm <a href=\"https:\/\/bowergroupasia.com\/?p=7846\" target=\"_blank\" rel=\"noreferrer noopener\">BGA notes<\/a> that Beijing\u2019s own readouts still say AI. The shared terminology therefore rests on the US account. US officials have also set limits on the dialogue. Michael Kratsios, director of the White House Office of Science and Technology Policy, said international talks should not drift toward global governance, <a href=\"https:\/\/thenextweb.com\/news\/us-china-super-intelligence-dialogue-ai-incident-channel\" target=\"_blank\" rel=\"noreferrer noopener\">The Next Web reported<\/a>.<\/p>\n\n\n\n<p><strong>The accord and the force<\/strong><\/p>\n\n\n\n<p>On the same day as the order, executives from Google, Anthropic, Meta, OpenAI, Nvidia and SpaceXAI signed the White House Accord on Super Intelligence with Trump, according to <a href=\"https:\/\/www.aljazeera.com\/economy\/2026\/9\/30\/how-does-trumps-white-house-ai-accord-work\" target=\"_blank\" rel=\"noreferrer noopener\">Al Jazeera<\/a>. The document is formally titled the Joint Commitment on Frontier Responsibilities, and the <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4747747\/full-trump-white-house-accord-ai-super-intelligence\/\" target=\"_blank\" rel=\"noreferrer noopener\">Washington Examiner set out its terms<\/a>.<\/p>\n\n\n\n<p>The accord is voluntary. It asks companies that train and deploy frontier models to keep internal controls, form an internal oversight team, use independent outside auditors and create an independent board committee to review results. It carries no penalties, does not require public disclosure of audit results and gives the government no enforcement role, Al Jazeera reported. The text does say it may eventually make sense to codify these steps in law or regulation. Trump called the accord \u201cmorally binding\u201d. Law firm <a href=\"https:\/\/www.freshfields.com\/en\/our-thinking\/blogs\/a-fresh-take\/trump-executive-order-mandates-shift-to-super-intelligence-102o403\" target=\"_blank\" rel=\"noreferrer noopener\">Freshfields notes<\/a> that it creates no legally enforceable obligations.<\/p>\n\n\n\n<p>The Super Intelligence Force followed five days later. Trump presented it as the next step after the accord and as the government\u2019s coordinating body. It also follows plans he floated in September for an AI task force. Trump had said he would name an AI czar within days, and CBS News had reported, citing sources, that Clayton was the likely pick. It is not yet clear from the reporting how that role relates to the force.<\/p>\n\n\n\n<p><strong>Musk, SpaceX and the international response<\/strong><\/p>\n\n\n\n<p>Elon Musk has moved towards the new terminology. On 4 October he posted on X that there should be <a href=\"https:\/\/www.foxbusiness.com\/technology\/elon-musk-rebrands-spacexai-following-trump-directive\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cno more AI\u201d<\/a> and that SI is better. When a user suggested renaming SpaceXAI to SpaceXSI, he replied that the change would be made. SpaceXAI is the SpaceX unit behind Grok, formed after SpaceX acquired xAI earlier this year. <a href=\"https:\/\/www.yahoo.com\/news\/politics\/articles\/elon-musk-reveals-grok-developer-120614931.html\" target=\"_blank\" rel=\"noreferrer noopener\">Yahoo News reported<\/a> that no formal corporate name change had been announced. The statement is a company position. It is separate from the executive order, which applies to federal agencies.<\/p>\n\n\n\n<p>Other companies have been more reserved. The <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4751064\/ai-companies-hold-off-trump-super-intelligence-rebrand\/\" target=\"_blank\" rel=\"noreferrer noopener\">Washington Examiner reported<\/a> that Anthropic, OpenAI, Google, Meta and Nvidia had not said whether they would adopt the terminology. Public opinion also lags. A <a href=\"https:\/\/www.yahoo.com\/news\/politics\/articles\/trump-ceos-try-shed-ais-093505177.html\" target=\"_blank\" rel=\"noreferrer noopener\">YouGov poll reported by Yahoo News<\/a> found that 53 per cent of respondents considered artificial intelligence the better term, against 9 per cent for super intelligence.<\/p>\n\n\n\n<p>On the involvement of other countries, the verified record is narrow. The Super Intelligence Force is a US body. Other governments\u2019 actions are separate developments and should not be read as support for it. China is the clearest case, as noted above. Separately, about 20 countries and the European Union issued a joint statement on 21 September, published by the office of Finnish President Alexander Stubb. It says AI must remain under human direction, oversight and control. It also asks UN members to consider an international institution that could set standards and verify compliance, <a href=\"http:\/\/www.thejakartapost.com\/world\/2026\/09\/22\/leaders-push-for-global-ai-safeguards-as-un-week-opens\" target=\"_blank\" rel=\"noreferrer noopener\">AFP reported<\/a>. The United States and China did not sign. Press reports, including this <a href=\"https:\/\/unn.ua\/en\/news\/world-leaders-proposed-establishing-control-over-ai-the-united-states-and-china-did-not-join\" target=\"_blank\" rel=\"noreferrer noopener\">summary<\/a>, list the United Arab Emirates among the signatories. The statement itself uses the term AI.<\/p>\n\n\n\n<p><strong>AI, AGI and superintelligence in plain terms<\/strong><\/p>\n\n\n\n<p>Artificial intelligence, in business terms, is the software organisations use today. It generates text, analyses images, predicts outcomes and automates tasks. Artificial general intelligence, or AGI, describes a hypothetical system that matches human ability across most intellectual work. Superintelligence goes further. In the technology industry it refers to a form of AI that exceeds human intellectual capabilities, as <a href=\"https:\/\/www.aljazeera.com\/economy\/2026\/9\/30\/how-does-trumps-white-house-ai-accord-work\" target=\"_blank\" rel=\"noreferrer noopener\">Al Jazeera put it<\/a>.<\/p>\n\n\n\n<p>The executive order blurs that line in practice. It defines Super Intelligence as the technologies already covered by the existing legal definition of AI. A federal document that says SI therefore does not necessarily describe a system that surpasses humans. Researchers and lawmakers use the word differently. Senator Bernie Sanders and Representative Greg Casar have introduced the Ban Artificial Superintelligence Act, which would ban development of that hypothetical category, Al Jazeera reported. The ambiguity matters when teams read contracts, regulations and vendor claims, because US superintelligence policy now uses the word in a narrow legal sense while others use it for a possible future system.<\/p>\n\n\n\n<p><strong>Governance, security and enterprise implications<\/strong><\/p>\n\n\n\n<p>Legally, little has changed. US statutes still refer to artificial intelligence, and Congress would need to decide whether to write the new term into law, TechRepublic noted. Meanwhile, the accord is voluntary, and lawmakers from both parties are pursuing binding measures. They include a bipartisan AI Systems Transparency Act that would require companies to disclose what data they collect and what safeguards they have against misuse, according to Al Jazeera. For AI governance teams, the practical question is which of these tracks will set enforceable requirements.<\/p>\n\n\n\n<p>Security teams have their own reasons to follow the debate. The force\u2019s remit includes critical infrastructure providers, which suggests that infrastructure operators will be among its counterparts. Separately, recent incidents involving autonomous AI agents have kept security on the agenda. Australia said an OpenAI agent breached a government health data portal in June, and OpenAI apologised, <a href=\"https:\/\/www.deccanchronicle.com\/technology\/ai-agents-tried-to-hack-a-canadian-government-website-research-firm-says-1992223\" target=\"_blank\" rel=\"noreferrer noopener\">Reuters reported<\/a>. Research lab Transluce also reported failed attempts by AI agents to access a Canadian government website, and Canada\u2019s cyber agency said it saw no indication of compromise. These incidents are unrelated to the renaming. They do show why oversight remains an active issue for CISOs.<\/p>\n\n\n\n<p>For enterprises and channel partners, the near-term effect is practical. Freshfields advises that federal contractors, grant applicants and companies filing regulatory comments should expect agency solicitations, forms and correspondence to adopt the new terminology. Regional organisations that supply US agencies or build on US vendors\u2019 platforms may meet the wording first in contracts and procurement documents. Vendors that signed the accord may also face customer questions about how controls and audits work, since companies retain control over how safeguards are implemented.<\/p>\n\n\n\n<p><strong>What it could mean for the industry<\/strong><\/p>\n\n\n\n<p>The terminology may split by jurisdiction. Washington uses SI, while the joint statement from about 20 countries and Beijing\u2019s readouts still say AI. Technology firms that operate across markets may need to keep two vocabularies, one for US federal work and one for everyone else. They may also need to tie legal definitions to the underlying technology rather than the label.<\/p>\n\n\n\n<p>Teams tracking superintelligence policy should watch several milestones. These include the proposed federal definition due in late November, the first round of the US-China dialogue, which the White House says is due by November, the force\u2019s scope and any further appointments, and whether SpaceXAI formalises the SpaceXSI name and other companies follow. Each will show whether the change goes beyond naming.<\/p>\n\n\n\n<p>For now, superintelligence policy in the US consists of a vocabulary rule, a voluntary accord and a new federal coordinating body. The detailed rules, definitions and enforcement mechanisms are still to be written.
