Sustainable Population Planning Policy

The Council also approved the Sustainable Population Planning Policy. It is an integrated framework that responds to demographic shifts and links them to economic and urban development.

The policy uses data and population growth forecasts. These help determine future needs for services and facilities. They also guide infrastructure development plans across Dubai.

In addition, the policy supports maximising the use of existing infrastructure and services. It aims to improve their efficiency and ensure their sustainability. It also safeguards quality of life in line with global best practices.

The policy further supports job growth in high-productivity sectors. This aligns with the targets of the Dubai Economic Agenda, D33. It will help attract talent and skills, raise average income for individuals and families, and strengthen their purchasing power.

Sheikh Hamdan said: “Dubai is a preferred city to live, work and invest, welcoming investors, entrepreneurs and talent, and home to a community of more than 200 nationalities.”

Urban Centres Development Plan

Furthermore, the Council approved the Urban Centres Development Plan. The Supreme Committee for Urban Planning and Dubai Municipality are overseeing it in collaboration with relevant entities.

The plan covers six main urban centres and 42 supporting sub-centres. Together, they account for 12% of Dubai’s urban area.

It has a budget exceeding AED2 billion. By 2040, it is expected to increase the real estate value of the targeted centres by AED20 billion.

The plan focuses on three pillars: quality of life, economic returns, and infrastructure efficiency and cost. To achieve this, it will concentrate population and jobs around mass transit stations. It will also diversify land use and bring homes closer to workplaces.

The plan aims to raise the share of residents living around metro stations from 52% to 74%. It also aims to lift public services coverage from 74% to 85%.

Sheikh Hamdan described the plan as “an investment in Dubai’s future and the sustainability of its growth.”

H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum attended the meeting. He is First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE. H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, also attended.

What Comes Next

Overall, the three approvals link data, infrastructure and digital services. The Digital Authorisation System aims to give individuals and companies a unified, paperless way to handle authorisations through UAE PASS.
