Dr. Mohamed Hamad Al Kuwaiti, Head of Cyber Security for the UAE Government, has underscored the importance of AI cybersecurity in strengthening financial oversight systems and protecting data against cyberattacks.<\/p>\n\n\n\n

He also stressed the need to empower human resources and deploy advanced monitoring and early-warning technologies. In addition, he called for stronger partnerships among the government sector, private sector and society to address growing cyber threats.<\/p>\n\n\n\n

Al Kuwaiti made these remarks to the Emirates News Agency (WAM)<\/a>. He spoke on the sidelines of the third edition of the Foreseeing Government Audit Future Conference in Dubai.<\/p>\n\n\n\n

The Financial Audit Authority organised the event under the theme \u201cSmart Audit\u201d. The conference brings together leaders, experts and specialists in auditing, oversight, governance, cybersecurity and artificial intelligence.<\/p>\n\n\n\n

AI support for oversight bodies<\/strong><\/p>\n\n\n\n

Al Kuwaiti explained that AI helps support analysts, auditors and personnel working in oversight bodies. It enables them to monitor potential threats proactively.<\/p>\n\n\n\n

He noted that the UAE\u2019s national cybersecurity<\/a> framework is based on national and international standards and policies. These include compliance controls and data classification according to confidentiality levels. As a result, data used in financial oversight activities stays protected, particularly data classified as confidential and highly confidential.<\/p>\n\n\n\n

He added that AI can analyse patterns in financial transfers, invoices and transactions. It can also separate normal activities from abnormal ones. This helps oversight bodies detect unusual indicators linked to fraud, money laundering and organised crime.<\/p>\n\n\n\n

From periodic audits to continuous oversight<\/strong><\/p>\n\n\n\n

According to Al Kuwaiti, these technologies make it possible to move from audits conducted at specific intervals to continuous oversight. Institutions can analyse data and monitor activities and transactions on an ongoing basis. This improves their ability to identify risks and address them proactively.<\/p>\n\n\n\n

People and early warning<\/strong><\/p>\n\n\n\n

Al Kuwaiti described human resources as the first line of defence against cyber threats. He said personnel should be trained and empowered to use AI effectively. They should also apply intelligent models and applications in oversight activities and in detecting potential attacks, in line with approved standards and policies.<\/p>\n\n\n\n

He also highlighted the importance of early-warning systems and rapid monitoring mechanisms. These can detect threats that may target institutions or their oversight data. They also allow such threats to be addressed, neutralised and mitigated.<\/p>\n\n\n\n

Partnerships and risks<\/strong><\/p>\n\n\n\n

Al Kuwaiti stressed the need for partnerships across the government and private sectors, as well as various segments of society. He noted that cyberattacks do not discriminate between institutions, individuals or countries. For this reason, coordinated efforts and closer cooperation are essential.<\/p>\n\n\n\n

He described artificial intelligence as a double-edged sword. It can strengthen cybersecurity and improve the efficiency of oversight operations. However, it can also be misused for cyber intrusions and attacks, deepfakes, rumours and misleading information on social media platforms.<\/p>\n\n\n\n

He said the UAE offers a model for the positive use of AI. Its framework of standards and policies is designed to ensure responsible use and to harness these technologies for the benefit of society.<\/p>\n\n\n\n

Al Kuwaiti concluded by pointing to awareness and workforce empowerment as key recommendations for oversight institutions. He said raising awareness of AI and cybersecurity strengthens preparedness. He added that human expertise remains fundamental, regardless of how advanced the technologies become. In that context, AI cybersecurity works best when skilled people guide it.<\/p>\n\n\n\n
