This comprehensive series unfolded across major Chinese cities, including Shenzhen, Shanghai, Hangzhou, and Beijing throughout November, with each event highlighting specific sectors such as AIGC, VC, media & gaming, and FinTech. These initiatives underscore Huawei Cloud’s commitment to fostering collaboration and business development opportunities in the Middle East.
The roadshow’s kickoff in Shenzhen marked the commencement of Huawei Cloud’s endeavor to guide Chinese enterprises towards global expansion, leveraging the robust technology, industry expertise, and ecosystem services provided by Huawei Cloud. Recognizing the need for a resilient infrastructure and innovative products and models to stay competitive globally, the events emphasized the importance of localized infrastructure to enhance service quality, user experience, and reduce operational costs and risks.
Frank Dai, President of Huawei Cloud Middle East & Central Asia, and Zhao Liang, Chairman of Huawei Saudi Arabia, shared insights into the Middle East’s business environment, showcasing Huawei’s innovation history and future plans. Saudi Arabia and the United Arab Emirates (UAE) were highlighted as particularly attractive destinations for Chinese companies looking to broaden their global footprint.
To support this expansion, Huawei Cloud Middle East operates two cloud regions and offers over 2,400 cloud services, with 93% 5G coverage in GCC countries. The company collaborates closely with local governments and organizations to foster cooperation, innovation, and sustainable development. Huawei Cloud aims to build a comprehensive ecosystem value network, providing cloud platforms, compliance enablement, and solutions to facilitate digital transformation in FinTech and enhance the brand influence of Chinese enterprises in the region.
Huawei Cloud’s unified, open architecture and global network via KooVerse position its Saudi Arabia Region as the core cloud region for the Middle East, Central Asia, and Northern Africa. The portfolio includes products and services such as MetaStudio, IaaS, cloud-native technologies, cloud databases, Ascend cloud AI computing power center, and serverless multi-cloud management container technologies. Huawei Cloud has earned over 130 security compliance certifications and has served over 200 public sector customers, 30 financial institutions, and 150 high-value Internet and cloud-native companies since its arrival in the Middle East in 2020.
In Shanghai, Frank Dai reiterated Huawei Cloud’s commitment to collaborating with global enterprises to introduce China’s technological innovation to the Middle East, providing better options for customers and partners in the region.

The UAE, a major oil exporter, is making significant strides in technology and digital transformation, attracting investors and entrepreneurs worldwide. With strategic plans like UAE Centennial 2071, Abu Dhabi Economic Vision 2030, Dubai 2040, and UAE National Strategy for Artificial Intelligence 2031, the economy is expanding.
Abdulla Albasha Alnoaimi, the UAE Commercial Counsellor, highlighted the UAE’s vitality and resilience, attracting over USD23 billion in foreign direct investment and ranking first in the Arab world. Huawei UAE’s Chairman, Ma Jingnan, emphasized the company’s 22-year history in the country, pledging continued support as a catalyst for the country’s digital development.
Opportunities in Middle East Sectors
The digital sectors of Saudi Arabia, the UAE, and Pakistan have experienced substantial growth in recent years. Frank Dai, during the Hangzhou roadshow, emphasized the region’s potential for the entertainment sector and highlighted significant growth in digital sectors, with the UAE leading the Global Entrepreneurship Index with 95% newly registered SMEs.
In Beijing, Chinese enterprises were encouraged to explore opportunities for global expansion in the FinTech sector. The favorable business environments, high internet penetration rates, and young populations in the Middle East and Central Asia make these regions attractive for investment. Abu Dhabi’s initiatives like Hub71, ADGM, Masdar, KEZAD, and various exchanges create multiple investment and business expansion opportunities for Chinese enterprises in the region.
Zhang Xiaojun, Chief Fintech Expert from Huawei Cloud CTO Office, emphasized Huawei’s commitment to supporting Chinese enterprises with technical expertise for sustainable growth.
