Cloudflare announced its Q3 2025 Internet Disruption Summary, analyzing major outages from July to September. The report revealed detailed connectivity incidents worldwide, with significant disruptions across the Middle East and Africa (MEA) caused by infrastructure issues, power failures, and government restrictions.

Globally, Cloudflare reported outages from government-directed shutdowns, fibre and submarine cable damage, power failures, cyberattacks, and technical anomalies affecting national and regional connectivity. The company’s Radar platform, which continuously monitors Internet traffic, highlighted the increasing complexity and fragility of the global Internet.

In the MEA region, several incidents were recorded:

  • UAE: A submarine cable cut on July 17 caused a 28% drop in traffic, affecting multiple ISPs and international routing paths. Traffic gradually recovered over several hours.
  • Egypt: A fire at a major telecom facility in Cairo disrupted service for multiple providers.
  • Sudan, Syria, Iraq, and Afghanistan: Government-directed shutdowns occurred, often during national exams or security events.
  • Tanzania: A nationwide power outage triggered a steep decline in Internet traffic.
  • Yemen: A targeted cyberattack disrupted international connectivity routes.

Outside the MEA region, Cloudflare reported government-imposed shutdowns in Venezuela and parts of Asia, submarine and terrestrial cable issues in Pakistan and Southeast Asia, and data center and power-related outages in Cuba, Gibraltar, and the Czech Republic. Technical anomalies, including Starlink service disruptions and unusual Great Firewall activity in China, also affected encrypted traffic.

Cloudflare’s Radar platform now offers regional traffic insights, helping researchers, media, and network operators analyze outages by network, geography, or service type. The Q3 2025 Internet Disruption Summary reinforces Cloudflare’s commitment to a more resilient, secure, and transparent Internet.
