The Ministry of Human Resources and Emiratisation (MoHRE) has announced the completion of nearly 13 million transactions using AI solutions and automation, without human intervention, from the beginning of the year until December 10, 2025.

The Ministry reported that these smart transactions covered a wide range of services. As a result, this marks a major step in integrating AI solutions across operations. The move aligns with Phase Two of the Zero Government Bureaucracy programme. It also supports digital service transformation, strengthens labour market competitiveness, and contributes to the “We the UAE 2031” vision.

Moreover, MoHRE revealed that it follows a sustainable approach to service development. This includes optimal use of AI solutions, strong digital infrastructure, and workforce upskilling to manage smart automation efficiently. In addition, electronic integration with government partners has improved ease of doing business and enabled fast, seamless, round-the-clock services.

In a related update, the Ministry announced the outcomes of its AI-powered system for work permit quotas. The system supports business growth by streamlining transactions and proactively allocating quotas based on establishment needs and operational status.

The upgraded system reflects MoHRE’s continued deployment of advanced digital and AI solutions to achieve operational excellence. It also enables data-driven decision-making while addressing challenges such as time constraints, human error, and ineffective data usage.

Since the beginning of the year until October, the system has granted around 900,000 quotas and processed more than 11 million transactions through automation and AI solutions.

Notably, the upgraded system has reduced human effort by 56%. Between February and October, it automated approximately 175,000 requests out of 310,000. It also reduced review and approval time for eligible quota requests by up to 99%, cutting processing time from 10 days to just one second.

Key outcomes of the AI solutions include:

  • Automatic granting of initial quotas after eligibility verification
  • Predictive models to anticipate workforce requirements
  • Faster, more accurate quota approvals

Furthermore, the system uses AI solutions to approve additional quotas through predictive analysis. If the system determines that quotas are insufficient, cases are referred to the relevant committee.

The system also features self-learning capabilities. By analysing new data and operational patterns, it continuously improves accuracy and decision-making over time. As a result, the quality and precision of outcomes continue to improve.
