The UAE Tech story in 2025 was marked by a noticeable shift. Rather than focusing on vision led announcements, the year centered on infrastructure, systems, and execution. Artificial intelligence, smart city platforms, and advanced research dominated policy priorities, supported by large investments and partnerships with global technology companies.

AI Moves From Strategy to Physical Infrastructure

Artificial intelligence emerged as the most consistent theme across the year’s announcements, particularly in the form of computing capacity and data infrastructure.

The Stargate UAE project stood out for its scale. Announced as a partnership between G42, OpenAI, Oracle, Nvidia, and SoftBank Group, the initiative outlined plans for a multi billion dollar AI campus and data center network, beginning with a 200 megawatt AI computing cluster. The project placed the UAE within a small group of countries investing directly in the physical foundations required to train and operate large scale AI models.

Investment activity reinforced this direction. AI related investments in the UAE crossed AED 543 billion in 2025. Microsoft’s $15.2 billion commitment to AI and cloud technologies added momentum, positioning the country as a regional base for enterprise AI deployment and hyperscale cloud services.

Sovereign AI Capabilities

Alongside infrastructure, the UAE continued to invest in domestic AI capabilities. The launch of Jais 2, an updated Arabic large language model, addressed long standing limitations in Arabic language representation within global AI systems.

The introduction of the AI in the Ring index added a governance dimension, offering a framework to evaluate how AI models align with national values and cultural context. While still evolving, the initiative highlighted the country’s interest in shaping how AI is assessed and regulated, not just how it is adopted.

Partnerships and Talent Take Center Stage at Gitex

Gitex Global 2025 reflected a broader shift in focus from product showcases to ecosystem building. Several partnerships announced during the event emphasized workforce development and long term capability building.

One example was AI Nation, Afaaq, a program launched by AWS in partnership with e&, aimed at training individuals in AI and cloud technologies. The initiative underscored a growing recognition that talent availability remains a critical factor in scaling advanced technologies across industries.

Smart Cities Move Beyond Pilot Projects

Smart city development in 2025 focused increasingly on system level integration rather than isolated experiments.

Dubai advanced plans for the Dubai Loop, an underground transit system developed with The Boring Company. Designed to transport more than 20,000 passengers per hour, the project reflected a willingness to explore unconventional approaches to long term urban mobility challenges.

In Abu Dhabi, government services took a step toward deeper automation with the launch of TAMM AutoGov, an AI driven system designed to manage and execute tasks across public service workflows. The move signaled a shift from digitized services to AI assisted operations within government.

Blockchain Enters Real Estate at Regulatory Scale

The Dubai Land Department announced plans to place property title deeds on a public blockchain, enabling fractional ownership and new real estate investment models. The initiative positioned Dubai among a small number of global cities experimenting with blockchain at an institutional and regulatory level, rather than as a limited proof of concept.

AI in Transport, Policing, and Public Safety

AI driven applications continued to expand across transport and public safety.

Dubai’s Roads and Transport Authority rolled out an AI strategy that included real time traffic management systems aimed at improving congestion and operational efficiency. Law enforcement agencies also showcased smart vehicles capable of detecting residency violations, illustrating how AI is being embedded into day to day city operations, often outside public view.

Space as a Platform for Technology Testing

The UAE maintained momentum in space technology with the launch of the PHI 1 satellite by the Mohammed Bin Rashid Space Centre. The satellite was designed to support in orbit technology testing, reinforcing a strategy that treats space as an environment for applied research and engineering development rather than symbolic exploration alone.

Health Tech, Biotech, and the Rise of Quantum Conversations

Emerging technology sectors gained greater visibility in 2025. Gitex introduced a dedicated health tech and bioinnovation expo, showcasing developments in AI assisted gene editing, diagnostics, and brain computer interfaces.

At the same time, the debut of the Gitex Quantum Expo brought attention to quantum computing, cryptography, and secure communications. While the sector remains largely experimental globally, its inclusion signaled early engagement with technologies that could shape future security and research ecosystems.

What 2025 Signals for the Road Ahead

By the end of 2025, the UAE’s technology narrative was defined less by ambition and more by deployment. Large scale infrastructure investments, regulatory experimentation, and ecosystem partnerships suggested a deliberate, infrastructure first approach to technology development.

The effectiveness of this strategy will ultimately be measured not by announcements, but by how these systems perform, scale, and deliver economic and societal outcomes in the years ahead.
