DESC initiatives took centre stage as the Dubai Electronic Security Centre (DESC) unveiled three new programmes on the opening day of its participation at GISEC Global 2026.

The initiatives aim to address emerging cyber threats, develop specialised capabilities, and strengthen Dubai’s cyber resilience.

At the forefront is SARAAB, an open-source artificial intelligence model developed entirely by an Emirati team at DESC to detect deepfake videos. According to DESC, it is the first model of its kind developed by a government entity in the Arab region.

SARAAB will be made available through developer platforms. This will allow AI engineers, cybersecurity experts, and researchers to test, build on, and contribute to its development.

The move comes as deepfake technologies continue to advance and create new challenges for digital trust and security. DESC initiatives such as SARAAB are also intended to support the development of capabilities around emerging cyber risks.

In addition, DESC launched the Dubai Cyber Skills Framework. The framework provides a unified reference for qualifications, certifications, training pathways, and career progression for cybersecurity professionals.

It is designed for cybersecurity professionals, employers, academic institutions, and training providers. It also establishes a common methodology for measuring and developing competencies in line with internationally recognised standards.

Furthermore, DESC announced the ISR Auditor Certification Programme. The programme equips auditors and information security professionals to assess compliance with the Information Security Regulation through a consistent methodology and clearly defined standards.

The programme focuses on the practical application of auditing and evidence assessment. As a result, it aims to contribute to greater efficiency and quality in auditing practices across Dubai.

Yousuf Hamad Al Shaibani, Chief Executive of the Dubai Electronic Security Centre, said the initiatives reflect Dubai’s approach to anticipating change, developing national capabilities, and turning emerging challenges into opportunities for innovation and progress.

He added that cybersecurity leadership requires more than keeping pace with change. It also involves anticipating developments and contributing to shaping the future of the sector.

According to Al Shaibani, the initiatives reflect DESC’s ambition to develop solutions and expertise that originate in Dubai and create an impact beyond its borders. They also support Dubai’s vision for a secure and sustainable digital future.
