Huawei Cloud has introduced new AI infrastructure, cloud and partner capabilities to help organizations deploy AI at scale. The announcements came at Huawei Connect 2026 in Shanghai. Governments and enterprises across the Middle East are speeding up their AI investment, and these developments respond to that trend.

The launches combine the latest AI infrastructure and enterprise agent tools with a new partner support system called SCALE. Together, they address two needs. The first is the technology foundation required to develop and run AI. The second is the partner capability needed to turn technology into practical industry solutions.

In the Middle East, the move from AI experimentation to implementation is growing fast. As a result, demand is rising for computing capacity, secure infrastructure, industry expertise and local delivery.

Dr. Peter Zhou, Director of the Board at Huawei and CEO of Huawei Cloud, announced the global launch of the AI Cluster Service (AICS). He also introduced the Agentic Model as a Service (MaaS) platform, the AgentArts enterprise-grade agent platform and the Industry AI Foundry.

Huawei Cloud supports the agentic era with Agentic Infra. This new infrastructure paradigm is built around efficient tokens, enhanced memory, unified general and AI scheduling, and secure autonomy. So far, it has served more than 3,500 customers.

“In the agentic era, infrastructure no longer simply exists to provide compute,” Zhou said. He pointed to the growing need for infrastructure that can support models and agents securely and reliably in production environments.

The latest AICS delivers 20% higher token throughput than the previous generation of compute service. It will be commercially available in markets outside China from November 30.

AgentArts currently serves more than 100 enterprises. It is set to reach markets outside China from December 30.

Meanwhile, the Industry AI Foundry brings together industry scenarios, models, data, knowledge and agents. Its goal is to turn experience from individual AI projects into reusable capabilities. It has accumulated more than 1,000 industry-specific assets. It has also supported more than 1,000 deployed projects in areas such as healthcare, manufacturing, finance and AI for Science.

In addition, two new zones, Smart Government and AI Hardware, have been added. They extend the range of industry applications. These capabilities are especially relevant as Middle East organizations explore how to embed AI into public services and key economic sectors.

Alongside the technology news, Huawei launched SCALE. This partner support system helps partners develop, validate, deliver and operate AI solutions more efficiently.

Leo Chen, Huawei’s Senior Vice President and President of Enterprise Sales, said SCALE strengthens the customer-centric “Huawei + Partners” collaboration model. It combines Huawei’s technology with partners’ industry knowledge and expertise.

“The intelligent era is approaching fast. Huawei works with partners to provide products and solutions that solve real business problems,” Chen said. “They can bring their unique strengths to bear and help customers move from compute construction to intelligent application.”

SCALE covers five areas:

• Co-innovation
• Aligned Marketing
• Local Services with Consistent Quality
• Efficient Collaboration

Furthermore, Huawei gives partners AI foundation products across compute, storage, networks, security and data protection. It also provides reference architectures, verification environments and development tools.

Partners have already built more than 100 scenario-based solutions across eight industries. Huawei has also worked with partners and customers to set up more than 130 online and offline showcases worldwide.

For the Middle East, stronger local partner capabilities will matter. Organizations need solutions adapted to different industries, regulatory environments and market requirements.

“In this upcoming era of true intelligence, scaling proven practices across industries will allow more companies to thrive,” Chen said. “Industrial intelligence is creating unprecedented opportunities, and Huawei wants to work with our customers and partners to deploy successful benchmarks at scale, and bring the benefits of AI to more industries, organizations, and people.”

Huawei Connect 2026 ran from September 17 to 19 in Shanghai. Its theme was “Advancing the Agentic World.” The event explored AI development across strategy, technology and ecosystems.

Overall, the latest Huawei Cloud announcements show how infrastructure and partner support are being combined to move enterprise AI from experimentation to real-world deployment.
