The RTA AI Strategy has been launched by His Excellency Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of the Roads and Transport Authority (RTA). The updated strategy aims to strengthen RTA’s position in AI-powered mobility.

It seeks to build an integrated, interconnected ecosystem of advanced technologies. These tools will support transport and mobility services, improve traffic flow and raise customer experience. They will also boost operational and corporate efficiency. In turn, the efforts will help improve quality of life in Dubai.

Strategy Scope and Targets

RTA AI strategy spans 41 areas across RTA’s agencies, sectors and departments. The first two rollout waves focus on 11 business areas. They include the development of 40 AI products, 11 of which are already complete. Four foundational projects are also part of the plan.

Over two and a half years, the strategy aims to generate more than AED 300 million in annual added value. It also plans to move 50% of operations and services to an Agentic AI ecosystem. As a result, RTA expects to deliver smarter, faster and more flexible services.

Vision for AI in Mobility

Al Tayer said the launch aligns with directives to accelerate AI adoption and expand its use across government sectors. It also supports Dubai’s position as a global hub for developing and deploying smart solutions, along with human-centred services that promote happiness and wellbeing.

He described the strategy as an advanced stage in RTA’s digital transformation. “The strategy marks an advanced stage in RTA’s digital transformation journey, paving the way for a fundamental shift from AI applications that support operations to intelligent systems capable of analysing data, predicting outcomes, supporting decision-making and delivering end-to-end services,” he said.

Al Tayer added that RTA will expand the use of future technologies in planning, operating and managing road and public transport networks. It will also develop proactive, personalised services that save customers time and effort.

He stressed that investing in AI is an investment in Dubai’s future and global competitiveness. RTA is building an integrated corporate ecosystem that brings together technologies, data, qualified talent and strategic partnerships. This approach aims to boost productivity, optimise resources and speed up transaction processing. It will also support the sustainability of the transport network as Dubai’s population and economy grow.

Focus Areas and Performance Targets

The first two waves cover 11 business areas:

  • Planning and Business Development
  • Vehicle Licensing
  • Right-of-Way
  • Traffic
  • Contracts and Procurement
  • Customer Happiness
  • Bus Operations and Maintenance
  • Driver Licensing
  • Roads
  • Roads and Facilities Maintenance
  • Human Resources and Development

The strategy sets several key performance targets:

  • Reduce traffic congestion by 3% to 5%
  • Cut case and complaint processing times by 20% to 30%
  • Reduce waiting times at Customer Happiness Centres by 14% to 16%
  • Shorten service delivery times at these centres by 15% to 20%
  • Reduce accidents involving newly licensed drivers by 10% to 20%
  • Shorten procurement cycles by 10% to 15%
  • Save 10% to 15% in operational and engineering working hours

First-Wave Achievements

Ahmed Hashem Bahrozyan, CEO of RTA’s Corporate Technology Support Services Sector, outlined the progress so far. RTA has completed first-wave planning. It identified more than 180 use cases and quick-win initiatives across 11 business areas and 12 implementing departments. It also identified 40 products.

RTA has launched 11 AI products. Five are in Planning and Business Development, five are in Vehicle Licensing and one is in Right-of-Way.

Bahrozyan pointed to the wider use of Microsoft Copilot among employees. “Key achievements include expanding the use of Microsoft Copilot among RTA employees, with active usage exceeding 90% among its users and delivering a 10% saving in working time,” he said.

He added that RTA has submitted 34 works for intellectual property registration. The “Rail AI Chatbot” work has received approval. RTA also won the AI World Series 2026 Award. In addition, it has developed eight strategic initiatives with global technology partners, including Huawei, Boston Consulting Group and Microsoft.

Key Initiatives and AI Products

Bahrozyan said the strategy includes high-impact initiatives to transform service delivery and operations. These include an upgraded Mahboub smart chatbot, an Agentic AI-powered No Objection Certificate system, an Intelligent Licensing Document Audit System, an Outsourcing Contracts Accountant and an Agentic AI-powered Bus Network Planner.

Mahboub Upgrade

RTA is upgrading the Mahboub smart chatbot with Agentic AI. The platform will move beyond answering customer enquiries. It will complete transactions and deliver end-to-end services through RTA’s app, website and WhatsApp.

Customers will be able to complete five vehicle licensing services entirely on the platform. They will also access around 100 information services. Integration with UAE PASS and Dubai Pay allows vehicle-related transactions to be completed in less than five minutes.

The project aims to double the speed of service delivery. It also targets 10% of services on the platform by the end of 2026 and 50% by the end of 2027.

Electronic No Objection Certificates

The Agentic AI-powered electronic No Objection Certificate (eNOC) system was developed by the Traffic and Roads Agency. The Corporate Technology Support Services Sector collaborated on the project. It aims to speed up the review of applications for works and projects near RTA assets.

The system guides customers through the application process. It also runs preliminary checks of submitted documents against approved procedures. Approving entities receive engineering insights to support their decisions.

The service issues about 130,000 certificates a year, and demand is growing by around 11%. The system aims to make reviews three times faster and save more than 700,000 days annually. It also targets a customer satisfaction increase of over 5% and revenue growth of 5% to 10%.

Agentic AI Auditor

The Licensing Agency developed the Agentic AI Auditor with the AI and Data Science Centre. It uses machine learning and optical character recognition to audit licensing documents. It also detects anomalies, recommends corrective actions and keeps a full record of audit operations.

The system aims to speed up auditing by up to 21 times. It will expand coverage from sample-based checks to 100% of documents within its scope. It also aims to save more than 25,000 hours of manual work each year. The initiative covers seven priority services.

Outsourcing Contracts Accountant

The Finance Department developed the Outsourcing Contracts Accountant with the AI and Data Science Centre. The Agentic AI system reviews outsourcing contracts each month before payment approval. It analyses attendance records and work outputs and verifies compliance with contractual terms. It also streamlines invoice reviews.

Intelligent Bus Network Planning

The Public Transport Agency implemented the Agentic AI-powered Network Planner with the AI and Data Science Centre. The project uses about 20 AI agents to support planners in assessing and developing Dubai’s bus network.

The system analyses performance indicators and identifies service gaps. It also simulates operational alternatives and recommends suitable options.

The project aims to speed up analysis and assessment fivefold. It also aims to cut the time needed to implement service changes from around 60 days to 48 days. Further targets include on-time performance gains of up to 10% and a 3% to 7% rise in the cost recovery ratio.

Capacity Building and Partnerships

The strategy also focuses on workforce and corporate capabilities. It aims to prepare employees to use AI across different business areas. This includes wider use of intelligent tools and the development of specialised expertise. It also includes a culture of innovation and continuous learning.

Overall, the RTA AI Strategy marks another step toward a smarter, more sustainable mobility ecosystem. It aims to strengthen integration across transport networks and improve customer experience. It also supports Dubai’s direction toward using advanced technologies to serve the community and enhance quality of life.
