Beijing has announced a new action plan to grow China AI beyond 1 trillion yuan (~$142B) by 2028. Authorities revealed nine initiatives aimed at boosting AI innovation expanding high-quality data supply, and supporting applications across multiple sectors. hub.

The plan, revealed by officials, includes nine major initiatives targeting multiple sectors of the AI industry. It emphasizes technological innovation, coordinated research, and the expansion of high-quality data supply.

Measures are also expected to attract top talent, mobilize long-term capital, and support open-source AI ecosystems. Yang Xiuling, Director of the Beijing Municipal Commission of Development and Reform, reported that other goals include:

  • Building a domestic AI computing cluster with more than 100,000 chips
  • Adding over 10 newly listed AI-related companies
  • Cultivating more than 20 unicorn firms in the AI sector

China’s AI industry has seen strong growth. As of September 2025, the number of AI enterprises exceeded 5,300, accounting for 15 percent of the global total, according to the China Academy of Information and Communications Technology.
