Dubai’s Roads and Transport Authority (RTA) has announced the activation of the e-scooter riding permit application service across all official digital channels.

Previously available only through the RTA website, the service has now been integrated into the RTA Dubai application and the Dubai Now application. As a result, customers no longer need to visit service centres.

The move was reported as part of RTA’s broader efforts to support Dubai’s ambition to become the world’s smartest city. It also aligns with ongoing digital transformation initiatives aimed at improving service accessibility and saving time and effort for users.

Applying for the e-scooter permit through the RTA app is now available via a simple and user-friendly process. Applicants must complete an online theoretical test. The test covers e-scooter usage rules, safety requirements, and safe riding fundamentals.

Once the test is successfully completed, applicants are authorized to use e-scooters in areas and streets designated by RTA. The permit is then issued electronically through RTA’s smart channels.

According to RTA, the service forms part of a wider package of initiatives designed to regulate e-scooter use, enhance traffic awareness, and improve road safety. The authority added that the e-scooter permit application service will continue to be available on the official RTA website, offering flexible access options.

RTA has urged e-scooter users who do not meet exemption criteria to obtain the required permit before riding in authorized areas. Users were also reminded to comply with all applicable laws, regulations, and instructions.

The steps to obtain the e-scooter permit include:

  • Logging in or creating an account on the RTA website, RTA Dubai app, or Dubai Now app
  • Completing the training materials and passing the electronic test

The key terms and conditions were also outlined:

  • The minimum age requirement is 17 years
  • Exemptions apply to holders of valid UAE or international driving licences
  • Permitted areas include designated zones and tracks in Downtown Dubai, Jumeirah, and Palm Jumeirah, while areas such as Saih Al Salam, Al Qudra, and Al Meydan are excluded

RTA noted that fines apply for violations, including riding an e-scooter without a permit, operating outside approved areas, or failing to wear a helmet.
