As nations accelerate their AI ambitions, the true challenge is no longer scale but stewardship. In The Governance–Growth Paradox, Hossam Hassanien, Data and AI Strategist at Informatica, explores how governance, when embedded early, becomes the catalyst rather than the constraint for sovereign AI success.

In November 2022, the launch of ChatGPT ignited what many call the modern AI race. Hyperscalers followed, competing on model size and compute power. Corporates embedded generative AI into products and workflows. Governments soon took note, accelerating national AI strategies, investing in sovereign infrastructure and announcing local-language models. Leadership appeared to be defined by scale.

Today, the conversation has shifted. In ministerial offices and boardrooms, the defining question is no longer “How powerful is our AI?,” but “Who governs it, and on what foundation?” This is because at national scale, leadership is defined by coherence. Coherence is what makes it possible for ministries to draw from a single trusted data foundation, AI systems to operate on shared definitions of citizens and businesses, and policy decisions to reinforce rather than contradict one another. It reduces duplication, accelerates execution and builds institutional trust. And it depends on governance, and crucially, when this is applied.

Two Sides of the Same Coin

There is a persistent belief that governance slows innovation, and often, there is truth to this. Consider global banking after the financial crisis. Innovation did not stall because regulation existed but because governance frameworks were retrofitted onto systems that had evolved rapidly without clear guardrails.

The same dynamic now risks playing out in AI. Ministries and agencies launch pilots independently. Proofs of concept succeed. Dashboards impress. Early gains create confidence. But when attempts are made to expand to a national scale, this uncoordinated acceleration creates friction. What begins as speed becomes fragmentation.

Correcting this later is far harder than preventing it; which continues to manifest in a correction snowball effect that will only continue to grow down the line given the unprecedented pace of AI proliferation. Once AI systems are embedded into workflows, harmonising definitions, reassigning authority and retraining models becomes complex and costly. This is the governance–growth paradox. Governance slows innovation when introduced late. Applied early, it accelerates it. Now, when this Snowball effect cascades through the public sector ecosystem, it will most definitely impact the quality of life of citizens; and more importantly national security. Both of which are hard lines that cannot be crossed.

Governance-by-Design

The difference then lies in sequencing. When governance is treated as a foundational design principle, rather than a policy overlay, it shapes behaviour before scale is introduced. It clarifies who has authority, how data is defined and how it is shared. Users do not experience it as friction because it is built into the fabric of the system from the get go.

We’re seeing this play out in the GCC, where certain national programmes are rightly starting off with executive clarity. Data authority is anchored within existing state structures. National data law is aligned with long-term development strategies. Governance frameworks are communicated early, so AI expansion happens within a shared operating model rather than outside it. The core of this operating model is to balance the autonomy of government entities, with the common grounds that weave governance in the fabric of the public sector landscape.

The result is convergence. AI initiatives complement one another because they operate from common foundations.

Safe Lanes for Innovation

Implementing such “safe lanes” for AI requires moving from principle to structure. First, authority must be explicit. Clear role definitions and stewardship responsibilities reduce ambiguity across ministries. Second, shared data standards and master definitions must be agreed before systems proliferate, eliminating constant negotiation over meaning. Third, discovery and traceability need to be embedded into platforms so decision-makers can see where data originated and how it has transformed. Finally, governance must be embedded in the fabric of workflows rather than handled through separate manual oversight committees that slow progress.

When these mechanisms are operationalised, innovation speeds up. Teams build and scale AI solutions knowing that trust, accountability and compliance are already engineered into the foundation.

Trusted Context: The Foundation of Sovereign AI

Underpinning the success of national sovereign AI ambitions is trust. This is the currency of AI adoption. Without it, leaders revert to manual checks and parallel reporting structures. At national scale, the stakes are even higher.

Establishing trusted context begins with alignment. Business definitions must be standardised across domains. Core entities such as citizens, businesses and national assets must have consistent master records. Ownership and stewardship need to be clearly assigned so accountability is visible rather than implied.

But for AI systems (particularly those operating across agencies) this must be delivered as a unified capability. Data integration has to span sources and latencies, so models work from complete information. Data quality must be proactively managed before AI consumes it. Governance, security and auditability must be built into the platform itself. And master data management must ensure every system understands entities in the same way.

All of which converge to the imperative: Ontological Grounding AI that models and agents need to operate at scale. Within this context, ontological grounding addresses fundamental questions: What is a thing? Which categories does it belong to? How can it be accurately identified from every relevant perspective? AI models, specifically LLMs, are adept at reasoning through high-dimensional correlation across the information space. Yet, we’ve all seen their limitations when confronted with intent ambiguity, hallucinations, and inconsistent interpretation. That said, sovereign nations and organisations now have the ability to hand a governed information map to AI agents to overcome these risky encounters. From this perspective, this becomes the foundation towards sustaining AI governance, now and for the future.

When these elements operate together, AI gains trusted context. It reflects national realities rather than fragmented pieces of information that sovereign leaders wouldn’t be able to rely on in making decisions. Without that context, AI scales inconsistency. With it, AI scales strategy.

Regional Leaders Getting It Right

Across the region, we’re seeing commendable national transformation programmes that recognise the importance of sequencing. In these cases, discussions have begun with authority, not algorithms. Leaders have clarified who defines standards, how cross-ministry conflicts are resolved and how data law aligns with broader development strategies. Governance frameworks are being formalised before AI initiatives multiplied, and authority is being embedded within existing executive structures rather than layered on top. The greatest shift has been driven not by technical performance but by institutional certainty. As it is the case, geopolitical competitiveness continues to accelerate. Consequently, the sovereign leaders that seize the opportunity of re-adapting to the current realities will not only flourish, they will lead.

From Policy to Platform

Governance is now evolving from static documentation to embedded infrastructure. When encoded directly into data platforms, governance becomes the control plane for intelligence. Authority is defined within the system. Lineage is visible. Quality is continuously monitored. Security and auditability are intrinsic rather than appended.

In this model, governance is not administrative overhead. It is national infrastructure, and its value compounds as AI adoption grows.

Timing Is the Strategy

As models, compute and talent become increasingly commoditised, technical capability alone is no longer a differentiator. Governance remains uniquely and truly “Sovereign”; because it defines who has authority over national intelligence and how it aligns with national law, security and long-term competitive strategy for the benefit of their nations.

Timing determines this trajectory. Nations that embed trust, authority and shared data foundations early, convert sovereign AI ambition into durable institutional and economic power. Those that delay may still deploy advanced systems, but risk relying on intelligence they do not fully govern or trust; or even worse, risk either not seizing the competitive edge, considering the geopolitical landscape; or deploying risky AI entities that passively eat away national identity, security and future aspirations.

This is new phase of sovereign AI, where success is not defined by who builds first. It is defined by who builds on the right foundation.
