His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has announced the launch of a new strategic planning cycle for the UAE federal government. The new plan is aligned with the UAE 2031 Vision and focuses on enhancing government efficiency, adopting artificial intelligence, and streamlining procedures.

Sheikh Mohammed revealed that the UAE government’s success will now be measured by its agility, simplicity, and intelligent resource management. He stated that while previous models prioritized regulatory strength, the current phase demands more complex, adaptive approaches.

The new planning cycle aims to:

  • Integrate artificial intelligence in strategic planning
  • Simplify government processes and enhance financial efficiency
  • Support national initiatives through coordinated federal strategies

The UAE 2031 Vision remains central to the new strategy. His Highness emphasized that despite changes in tools and priorities, the government’s commitment to serving the people remains unchanged.

The Prime Minister directed ministries and federal entities to begin developing updated strategies. These strategies must be more flexible and innovative, incorporating future technologies to accelerate progress toward national goals.

The announcement was made in the presence of H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Media Council, Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs, and Huda Al Hashimi, Head of Strategy and Government Innovation.

The new cycle marks a shift in how government planning is approached. It involves 38 federal entities and includes directors of strategy, finance, and future planning. The government reported that the duration of the planning cycle has been reduced from five years to three. This change aims to improve responsiveness to global developments and increase flexibility.

A strategic workshop was held by the Prime Minister’s Office at the Ministry of Cabinet Affairs. The event introduced key features of the updated planning model. Attendees included senior government officials and strategy directors from various ministries.

The workshop highlighted the role of strategic intelligence in enabling data-driven decisions. Officials discussed using advanced analytics and forecasting tools to anticipate challenges and create adaptive plans. The approach includes linking performance indicators to future trends.

Participants also discussed how the updated cycle reduces administrative processes. This shift allows entities to focus more on implementing strategic projects rather than daily operations.

Further discussions covered collaboration across entities, ensuring that strategic and financial plans are aligned with the UAE 2031 Vision. Innovation, integration, and future readiness were identified as priorities.

Recent national strategies were reviewed during the session. These include the National Cybersecurity Strategy and the National Investment Strategy, which were launched to support long-term objectives.

Huda Al Hashimi outlined federal efforts to convert vision objectives into national initiatives. She also reviewed achievements from the previous planning cycle, which contributed to advancing future planning practices across the country.

The UAE continues to refine its strategic framework to meet evolving challenges and maintain readiness. The new cycle represents a significant update to how the federal government approaches planning under the UAE 2031 Vision.
