His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has announced the launch of the Proactive Government Performance System. The system supports the strategic objectives of the ‘We the UAE 2031’ vision and is designed to enhance government performance and service delivery.

According to official reports, the system uses AI-powered data analytics, predictive tools, and in-depth analysis to convert the goals of the national vision into measurable outcomes. It aims to improve decision-making, oversight, and long-term planning across federal government entities.

His Highness stated that the new performance system leverages artificial intelligence to help anticipate future challenges and opportunities. He noted the government’s ongoing commitment to continuous development, excellence, and better public services.

The system was launched in the presence of:

  • His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council
  • Mohammad Al Gergawi, Minister of Cabinet Affairs
  • Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications

The government reported that the system is capable of processing over 150 million data points per month. It is expected to generate more than 50,000 proactive insights annually. In addition, it could save over 250,000 working hours each year and deliver a 60 percent average improvement in government performance.

Officials revealed that the system is based on a smart performance management framework. It uses AI tools and algorithms to monitor key indicators and provide executive summaries. It also supports predictive performance management by generating real-time insights.

Further, the system introduces new features to support:

  • Resource optimisation
  • Enhanced service quality
  • Timely execution of national plans
  • Transparent and data-driven decision-making

The system increases internal performance management capacity by 90 percent and enables the leadership to access proactive insights more efficiently. So far, 200 employees have been trained in data analysis and performance management. The platform will eventually support more than 250,000 users.

Authorities confirmed that the platform encourages a culture of innovation and continuous improvement. It does this by promoting benchmarks, sustainable practices, and real-time data use. It also enables the government to predict future performance and measure community impact.

Moreover, the system integrates data quality, security, and transparency features. It facilitates the collection, flow, and review of information across government departments. This supports quicker decision-making and reduces the administrative load.

The system supports UAE’s ongoing commitment to sustainable development and long-term strategic planning. It contributes to better service delivery, public trust, and overall governance outcomes.

The UAE’s performance measurement journey began in 2008 with the launch of the Adaa System. It advanced to Adaa 2.0 in 2013 and Adaa 3.0 in 2019. The new Proactive Government Performance System marks the latest step in that evolution and aligns directly with the goals of We the UAE 2031.
