EV green initiatives gained further traction in Dubai last year as Dubai Electricity and Water Authority (DEWA) reported strong momentum for its EV Green Charger programme. The progress was supported by strategic partnerships to expand charging infrastructure across the emirate. As a result, industry stakeholders, including contractors, consultants and property developers, responded positively to the Regulatory Framework for EV Charging Infrastructure launched in October 2024. The development reinforces Dubai’s ambitions to accelerate green mobility and reduce greenhouse gas emissions.

Moreover, DEWA reaffirmed its commitment to strengthening the UAE’s leadership in electric and hybrid vehicle adoption. Saeed Mohammed Al Tayer, MD and CEO of DEWA, said the authority is aligning its efforts with the UAE Net Zero 2050 Strategy and the Dubai Green Mobility Strategy 2030. He added that DEWA is working closely with partners to enhance Dubai’s competitiveness as it transitions to sustainable and environmentally friendly transport. The aim is to improve air quality and lower carbon emissions in the sector.

Meanwhile, the Green Charger initiative recorded a significant rise in EV charging activity in 2025 compared with 2024. This increase reflects steady EV adoption since the programme began in 2014. Over that period, DEWA supplied more than 55,200 megawatt hours of electricity. This enabled over 276 million kilometres of EV travel through a network that includes ultra-fast, fast, public and wall-box chargers.

By the end of 2025, the number of EVs in the emirate reached 47,944, up from 37,486 a year earlier. This represents an increase of more than 10,000 vehicles, or 27.9%. In addition, registered users of the Green Charger initiative grew from 14 customers in 2015 to 23,600 by mid-January 2026. At the same time, the network expanded to more than 1,860 charging points across Dubai, including stations licensed by DEWA in cooperation with government and private sector partners.

Furthermore, the regulatory framework for EV charging infrastructure played a central role in supporting the shift toward sustainable mobility. Developed by DEWA, it serves as a comprehensive reference for infrastructure standards and licensing requirements for independent charge point operators. The framework considers both current and future sector needs. It is based on two integrated tracks, including direct public infrastructure development by DEWA and its subsidiaries, and infrastructure deployment by licensed independent operators.

In addition, DEWA signed several strategic agreements to strengthen charging capacity and match the rapid rise in EV numbers. Most notably, in 2025 it signed a long-term contract with Dubai Taxi Company to deploy ultra-fast charging stations at multiple taxi locations. Under the agreement, 208 ultra-fast EV charge points will be installed during the contract period.

Similarly, DEWA and Parkin Company agreed to install 100 EV chargers at key sites across the city, with further expansion planned. DEWA also partnered with ENOC Group to extend the fast-charging network at ENOC service stations throughout Dubai.

Finally, DEWA’s Green Charger stations operate around the clock at major locations across the emirate. Customers can find them through DEWA’s website, smart application and 14 additional digital platforms. Together, these developments highlight how EV green infrastructure continues to expand to support sustainable transport in Dubai.
