The Dubai Digital Twin Platform has been launched as a new strategic milestone in the emirate’s digital transformation journey. His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, attended the launch during the “Partners in Building the Digital Twin” workshop organised by Dubai Municipality.

The event was also attended by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, and His Excellency Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications.

The workshop highlighted the platform’s applications in supporting smart urban planning, informed decision making, and strengthening Dubai’s readiness for future challenges.

During the event, Sheikh Hamdan said the project reflects the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to leverage advanced technologies and data to build a smarter and more sustainable city. He added that the initiative reinforces Dubai’s position as a global model for future foresight and digital transformation, while supporting the objectives of the Dubai Economic Agenda, D33, and enhancing the emirate’s global competitiveness.

Sheikh Hamdan stated that the project represents a strategic milestone in Dubai’s journey to strengthen its position as the world’s best city to live, work, and invest in. He said it also improves planning efficiency, enables informed decision making, and enhances quality of life through the use of advanced technologies and integrated data.

He further noted that Dubai continues to build an integrated digital ecosystem based on data integration, artificial intelligence, and strong partnerships between the public and private sectors. According to him, this approach will accelerate the development of innovative solutions, improve the city’s readiness for future changes, reinforce its leadership in smart cities and digital transformation, and support a knowledge based and innovation driven economy.

Moreover, Sheikh Hamdan said the project demonstrates Dubai’s collaborative model through close cooperation between government entities and private sector partners. He added that innovation and advanced technologies will help deliver more efficient services, improve quality of life, and strengthen Dubai’s position as a global benchmark for building cities of the future.

During the workshop, Sheikh Hamdan reviewed the objectives of the project’s new phase and its practical applications across urban planning, infrastructure and asset management, rainfall simulation, and digital solutions that support decision making and future preparedness.

He also reviewed the outcomes of the third phase of the project. More than 195,000 buildings across Dubai have been converted into 3D models using innovative standards. These developments enhance the emirate’s urban modelling capabilities and support its transformation into a smart and sustainable city.

Additionally, Sheikh Hamdan witnessed the signing of Memoranda of Understanding between Dubai Municipality, Al Futtaim Group, and Huawei. The agreements will support the next phase of Dubai’s Digital Twin ecosystem by expanding collaboration in Digital Twin technologies, research, and future foresight. They will also support wider implementation of the platform across urban planning, infrastructure, operations, asset management, and data driven decision making.

His Excellency Eng. Marwan Ahmed Bin Ghalita, Director General of Dubai Municipality, said completing the project marks a strategic milestone in Dubai’s journey towards becoming a smarter and more sustainable city. He stated that the initiative reflects the leadership’s vision of using advanced technologies and data to improve government services, increase the efficiency of infrastructure and asset management, and enhance quality of life. He also noted that the achievement is the result of collaboration between government entities and strategic partners.

Eng. Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency at Dubai Municipality, said the platform provides a comprehensive digital environment that combines spatial and operational data within a single system. She explained that this enables simulation and analysis of future scenarios while supporting more efficient decision making. She added that the next phase will focus on deeper integration with partners and greater use of data across key sectors in the emirate.

The platform serves as an accurate virtual replica of Dubai. It combines comprehensive data covering facilities, landmarks, infrastructure, master plans, buildings, and residential units. Continuous updates ensure data accuracy, reliability, and integrity. The project reflects Dubai’s vision of using advanced technologies to build a smarter and more sustainable city while improving service efficiency and quality of life.

As part of the third phase, Dubai Municipality has converted more than 280,000 infrastructure assets and over 330,000 public facilities and assets into 3D models. The project now includes more than 1,500 geospatial data layers and over 100 two dimensional and three dimensional applications supporting multiple sectors. With these capabilities, the Dubai Digital Twin Platform is expected to play a central role in advancing smart urban planning, digital transformation, and sustainable development across the emirate.
