Kissflow has revealed new findings on the enterprise application development landscape. The company’s 2025 CIO Low-Code Strategy Pulse Report shows a strong shift toward low-code and AI integration.

The research reported that 86% of CIOs now see low-code platforms as essential to their technology strategy. At the same time, AI integration is expected to transform the speed and scale of application delivery.

The study highlighted that most organizations face mounting IT backlogs and talent shortages. To meet business demands, CIOs are turning to low-code and AI-driven platforms.

  • 86% of CIOs have already implemented a low-code platform.
  • 57% measure low-code success by reduced development costs.

Another trend revealed is citizen development. Functions such as operations (33%), finance (25%), and HR (23%) are now building applications with minimal IT support. This shift reflects rising business-led innovation.

AI features were ranked as the most important differentiator when selecting platforms, ahead of cost and integration. This shows how AI integration is becoming a top priority for technology leaders.

Prasanna Rajendran, Vice President at Kissflow, said the findings demonstrate that the traditional IT-only model cannot keep up with growing business needs. He added that in the Middle East, rapid digital transformation is amplifying the demand for low-code and AI-enabled platforms.

The study reported that pressure from leadership (27%) and large application backlogs (26%) are driving adoption. Primary use cases include workflow automation (71%), legacy modernization (48%), and expanding ERP or CRM functions (45%).

Industry experts believe the convergence of low-code and AI integration will define the next phase of enterprise application development. This will enable greater speed, flexibility, and cost efficiency while driving innovation across business functions.
