Dubai Chamber of Digital Economy has announced that it supported the establishment and expansion of 582 digital startups during the first nine months of 2025. The announcement reflects the Chamber’s continued efforts to position Dubai as a global hub for digital business and entrepreneurship.

The Chamber, one of the three operating under the Dubai Chambers umbrella, revealed that artificial intelligence (AI) accounted for 21% of all supported companies, making it the leading sector. Meanwhile, HealthTech, Software-as-a-Service (SaaS), and FinTech together represented 17% of the total.

It was reported that international companies made up 70% of all startups supported during the period.

Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, and Chairman of Dubai Chamber of Digital Economy, stated that the initiative aligns with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai.

He emphasized that the Chamber aims to strengthen Dubai’s role as a central hub in the global digital economy. Al Olama added that the emirate continues to build an advanced business environment defined by agility, readiness, and innovation.

This approach enables digital companies to grow and expand from Dubai into international markets, enhancing the city’s appeal as a leading destination for digital investment and tech talent. It also supports the goals of the Dubai Economic Agenda (D33).

The Chamber’s ‘Business in Dubai’ platform continued to play a key role in helping companies establish or expand operations in the emirate. It offers access to partners, investors, and clients, ensuring comprehensive institutional support.

During the first nine months of 2025:

  • 47% of supported companies benefited from establishment assistance, accelerators, and incubators.
  • 32% leveraged the platform’s business support services.

The Chamber also launched four informative reports between Q1 and Q3 2025. Among them was ‘The Entrepreneur’s AI Playbook,’ which aims to raise awareness about AI tools and applications that can help entrepreneurs launch, manage, and scale their businesses. Other reports covered the Expand North Star exhibition and foreign direct investment (FDI) trends in various technology sectors.

Furthermore, the Chamber organized 15 events to strengthen partnerships and support digital sectors. It also led 16 international roadshows across global markets to highlight Dubai’s digital economy and attract more digital companies to the emirate.

These roadshows showcased the significance of Expand North Star, the world’s largest event for startups and investors. The missions covered 17 cities across Australia, Canada, France, Germany, Portugal, Singapore, the United Kingdom, the United States, Vietnam, and South Korea.

In total, the Chamber reported meetings with representatives from over 2,140 digital startups, ecosystem partners, investors, and incubators during these missions.

Through these initiatives, the Dubai Chamber of Digital Economy reaffirmed its commitment to advancing Dubai’s leadership in the global tech and digital economy.
