Dubai Municipality has announced the signing of a Memorandum of Understanding with Expo City Dubai Real Estate Developments FZCO to establish a ConTech innovation hub at Expo City Dubai.

The agreement was signed in the presence of Her Excellency Reem Al Hashimy, Minister of State for International Cooperation and Chief Executive Officer of Expo City Dubai Authority, and His Excellency Marwan bin Ghalita, Director General of Dubai Municipality.

The hub will support the development, testing, and deployment of advanced construction solutions and next-generation urban systems. As a result, Expo City Dubai will operate as a living lab for pilot projects and technology demonstrators that support sustainable development and the future of the built environment.

In addition, the initiative will support the development of Expo City’s Green Innovation District. The district is an initiative of the UAE Ministry of Economy and Tourism and focuses on sustainable industrial growth, green technology innovation, and future-focused business ecosystems.

The ConTech hub is expected to support innovation in modern construction systems, materials, and technologies. It will also focus on sustainable urban development and smart cities. Reportedly, the hub will contribute to developing standards and certifications while enabling the testing and deployment of advanced technologies.

These technologies include:

  • Robotics, modular construction, and 3D concrete printing
  • Digital twins, artificial intelligence, Internet of Things, and BIM
  • Circular materials, light-gauge steel framing, and net-zero solutions

Furthermore, the partnership includes regulatory sandboxes to accelerate safe market adoption of new construction technologies. A key element involves developing certification pathways for innovative materials and construction systems to ensure safe integration into Dubai’s built environment.

The MoU also revealed plans for training programmes, capacity-building initiatives, and international knowledge exchange. Both parties will engage with start-ups, SMEs, corporates, investors, and academic institutions to support ecosystem growth and collaborative research.

Additionally, the agreement includes cooperation to host summits, forums, and global partnerships focused on smart, sustainable, and future-focused urban development.

The Memorandum of Understanding was signed by Maryam Obaid Al Mheiri, Chief Executive Officer of the Buildings Regulation and Permits Agency at Dubai Municipality, and Ahmed Al Khatib, Chief Development and Delivery Officer at Expo City Dubai.

Al Mheiri stated that establishing the centre at Expo City Dubai will support the adoption of modern building materials and systems. She noted it aims to enhance building quality, reduce construction time and costs, lower emissions, and minimise construction waste. She also highlighted the role of digital systems across the building lifecycle, including BIM, digital twins, IoT, and AI.

She added that the centre will support regulatory decision-making by providing data, analytics, certification services, and conformity testing for building materials and construction systems. Ahmed Al Khatib reported that the establishment of “04 ConTech Valley” at Expo City will support innovation in the construction sector. He noted that the hub, as part of the Green Innovation District, will attract innovators in sustainable urban development and support responsible growth alongside environmental stewardship.
