Sheikh Hamdan Approves New Social and Digital Initiatives

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, has approved a series of transformative initiatives aimed at enhancing social development, quality of life, and digitalisation efforts across the emirate.

Chairing The Executive Council meeting, Sheikh Hamdan welcomed the announcement by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, to designate 2025 as the Year of Community. He highlighted the alignment of this initiative with the Dubai Social Agenda 33, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, backed by an AED 208 billion budget.

Sheikh Hamdan stated, “The Year of Community will reinforce social cohesion and accelerate efforts to achieve the objectives of Dubai Social Agenda 33. Dubai remains committed to meeting societal needs through global benchmarks and innovative solutions, ensuring a future-ready, resilient society.”

He further emphasized Dubai’s commitment to digital transformation and sustainable urban development, urging government entities to support these initiatives, which will strengthen Dubai’s global standing, enhance social well-being, and drive sustainable progress.

The meeting was attended by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Deputy Chairman of The Executive Council of Dubai.

Key Initiatives Approved

Dubai Child Protection Protocol

The Executive Council approved the Dubai Child Protection Protocol, a holistic framework focusing on child welfare and family support. This initiative introduces proactive child welfare services, training programs for social workers, and legislative reforms. Covering all life stages—from prenatal care to youth development—the protocol ensures a well-governed approach through collaboration between Dubai Police, the Community Development Authority, Dubai Courts, and other key entities.

Community Development Fund Policy

Aligned with Dubai Social Agenda 33, this policy enhances community services, funds social programs, and fosters inclusivity. Managed by the Community Development Authority, it aims to empower UAE nationals, improve social services, and drive innovation in social support.

Strata Registration

This new property classification initiative enables UAE citizens to subdivide real estate units and issue independent title deeds, facilitating diverse housing options and promoting economic growth in real estate. Initially focused on multi-storey buildings in investment and social-purpose zones like Al Nahda and Al Karama, the second phase will expand to villa communities, offering more ownership opportunities to Emirati families.

Super Block Initiative

In line with the Dubai 2040 Urban Master Plan, this project will transform key urban areas into pedestrian-friendly zones, reducing carbon emissions, increasing green spaces, and fostering social interaction. Areas such as Al Fahidi, Abu Hail, and Al Quoz Creative Zone will be the first to benefit.

Unified Digital Platform Initiative

Aimed at consolidating government digital services, this initiative will integrate platforms like Dubai Now, Invest in Dubai, and Visit Dubai into a single ecosystem. Targeting full digital service coverage by 2027, the initiative aims for a 95% digital adoption rate and a 60% increase in service efficiency, positioning Dubai among the world’s top three cities for digital services.

These strategic initiatives underscore Dubai’s commitment to fostering a smart, sustainable, and inclusive society, reinforcing its global reputation as a leader in urban development and digital transformation.
