The UAE has announced a major Agentic AI transformation framework to reshape government operations. The initiative was revealed during a UAE Cabinet meeting chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum.

The meeting was attended by senior leaders, including Sheikh Mansour bin Zayed Al Nahyan, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, and Sheikh Abdullah bin Zayed Al Nahyan.

During the session, Sheikh Mohammed stated that, under the directives of UAE President Sheikh Mohamed bin Zayed Al Nahyan, the country will transform 50% of government sectors and services within two years. This transformation will rely on Agentic AI for autonomous execution and decision-making.

Moreover, he highlighted that the UAE aims to become the first government globally to deploy Agentic AI models at scale. These systems will monitor changes, provide analysis, deliver recommendations, and manage operations independently.

In addition, AI will act as a government executive partner. It will support decisions, improve services, enhance efficiency, and evaluate outcomes in real time.

The two-year transformation timeline will include performance evaluations of ministers and officials. Their progress will depend on how effectively they adopt AI tools, implement standards, and adapt to technological changes.

Furthermore, the government will train all federal employees in AI tools. Continuous specialized programs will help employees build expertise and actively contribute to this transformation.

Sheikh Mohammed also confirmed that Sheikh Mansour bin Zayed will oversee implementation. A dedicated taskforce, chaired by Mohammad Abdullah Al Gergawi, will drive execution and ensure progress.

This initiative marks a shift beyond traditional digital transformation. It introduces intelligent, autonomous systems across government functions. As a result, services will become faster, more efficient, and proactive.

The project will include phased implementation across ministries and federal entities. Continuous performance assessments will guide expansion and ensure optimal results.

At the same time, the government will focus on building national capabilities. Employees will be trained in generative AI technologies to support long-term innovation.

The move builds on more than 20 years of digital transformation in the UAE. This includes early eGovernment initiatives, mobile government services, and integrated platforms like UAE Pass. Programs such as Government Services 2.0 also introduced proactive and data-driven service delivery.

In 2017, the UAE became the first country to appoint a Minister of State for Artificial Intelligence. Later, it launched the UAE Artificial Intelligence Strategy 2031. The Ministry of Artificial Intelligence, Digital Economy and Remote Work Applications further strengthened this direction in 2020.

During the meeting, the Cabinet approved several new policies. These include the UAE Code for Government Services and the Zero Bureaucracy initiative. These frameworks aim to improve service quality, simplify procedures, and enhance customer experience.

Additionally, a government services digital records policy was approved. It establishes a national framework for managing service data and ensures transparency and data quality.

The Cabinet also introduced a data sharing policy. It promotes collecting data once and securely sharing it across entities. This will improve integration, reliability, and economic growth while protecting privacy.

A new federal guide was also approved. It aligns digital government projects with national priorities. The guide encourages efficient resource use, reuse of digital capabilities, and stronger governance.

Furthermore, the Cabinet approved strategic initiatives to boost competitiveness and sustainability. These include a Geographical Indication framework and a unified Digital Postal Addressing System to support logistics and smart city development.

The Cabinet also restructured key committees and boards. This includes the Higher Committee for Free Trade Negotiations and the Board of Emirates Development Bank.

In sustainability efforts, progress under the National Biofuel Policy 2025 was reviewed. Projects include converting 500,000 tonnes of waste into sustainable aviation fuel and developing biodiesel facilities.

The Cabinet also approved legislative updates, including the Federal Final Accounts for 2025. In addition, it launched a global alliance for energy efficiency to support climate action.

On the international front, the UAE approved 16 agreements and memoranda of understanding. These cover economic partnerships, scientific research, and sustainability.

The country will also host global events, including World Mathematics Day activities in 2026. It will also organize international conferences on biodiversity, food security, and the digital economy.

Overall, this initiative reinforces the UAE’s ambition to lead global innovation. The large-scale adoption of Agentic AI will transform governance, improve services, and position the country at the forefront of future-ready governments powered by Agentic AI.
