The Ministry of Higher Education and Scientific Research (MoHESR) is continuing its targeted efforts to accelerate digital transformation across the higher education ecosystem. MoHESR is enhancing the student journey and improving the experience of higher education institutions (HEIs). These efforts also aim to strengthen service quality and increase operational efficiency.

Moreover, MoHESR’s digital transformation programme is aligned with the UAE’s strategic vision to build a more agile, efficient, and future-ready system. It focuses on redesigning services and processes in line with the UAE’s highest government service standards. In addition, the programme aims to reduce repetitive procedures and simplify the customer journey.

Furthermore, MoHESR is strengthening proactive services and leveraging data and artificial intelligence to deliver faster, more efficient, and more accurate services. The Ministry is also working to transition from 38 electronic services to 18 streamlined digital services. This shift is designed to improve customer experience by reducing the need to navigate multiple systems and procedures.

In addition, MoHESR is building a unified services gateway centered on two key journeys. One is for students, and the other is for higher education institutions. This approach is intended to create a seamless and simplified digital experience.

Meanwhile, MoHESR’s digital transformation strategy is built on four key pillars. These include enhancing efficiency and achieving zero government bureaucracy through process automation and reduced manual steps. It also includes developing proactive and personalised services using data-driven insights.

Moreover, the strategy promotes digital inclusivity and ensures accessibility of services for all user groups. It further expands the use of artificial intelligence across operational and service functions to enhance performance and service delivery.

According to Amani Al Bannai, Assistant Under-Secretary for the Support Services Sector and Acting Assistant Under-Secretary for Higher Education Operations, digital transformation represents a strategic opportunity. She noted that it enables a more efficient and seamless experience for students, institutions, and stakeholders. She also highlighted improved service quality, greater flexibility, and stronger data and AI integration for decision-making.

Additionally, she stated that MoHESR continues to build an interconnected system aligned with the UAE’s aspirations for a proactive and future-ready government model. She further emphasized the importance of a digitally connected ecosystem integrated with government entities and strategic partners. This integration enables secure data exchange and supports advanced digital services.

Artificial intelligence also plays a key role in MoHESR’s digital transformation agenda. It is being used in intelligent chatbots for enquiries, data and trend analysis, and smart case classification. It also supports compliance monitoring, as well as technical recommendation preparation. As a result, operational efficiency and response times are significantly improved.

Several digital projects are also scheduled for launch and implementation during the current year. These include an updated version of Edu Hub, which serves as MoHESR’s registration and admissions platform for higher education institutions. Additionally, there will be expansion of knowledge management and qualifications recognition systems.

Furthermore, new digital modules will be introduced for scholarships, student services, and exemptions. Blockchain-based digital qualification verification systems will also be developed. In addition, MoHESR will enhance integration with government entities such as the Ministry of Human Resources and Emiratisation, as well as strategic partners within and outside the UAE.

Moreover, the Ministry is improving data reliability and accelerating document and qualification verification. It is also reducing the number of interactions required to access services, thereby improving transparency and response times. Digital traceability of decisions and procedures is also being strengthened.

In conclusion, MoHESR is expanding digital integration with local and international platforms responsible for academic verification. This supports a more connected, efficient, and reliable digital ecosystem for higher education. Ultimately, MoHESR continues to drive innovation in the sector through advanced technologies and integrated services, reinforcing its long-term transformation vision.
