Dubai Smart Cities development is gaining momentum, with nearly AED 2.1 trillion worth of projects underway across housing, transportation, aviation, infrastructure and economic development, according to His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

His Highness made the announcement during the Mohammed bin Rashid Leadership Forum, which opened at the Dubai World Trade Centre. The annual gathering brings together 1,000 government and private sector leaders, alongside experts, decision-makers and academics, to discuss leadership, management and future development.

The projects form part of Dubai’s broader plans to accommodate population growth, expand economic activity and strengthen the infrastructure supporting its urban development.

Dubai’s Urban Development and Infrastructure Plans

Sheikh Mohammed bin Rashid Al Maktoum said Dubai is preparing for a new phase of economic growth through substantial investment in housing, transportation and infrastructure.

“Dubai is building a city within a city,” he stated, adding that more projects would be announced in the coming phase.

He also highlighted the importance of expanding the emirate’s capacity to support growing populations, businesses and economic sectors while maintaining standards of living, working and investing.

The ongoing project portfolio covers housing, transportation, aviation, economic zones and real estate. It also includes water and power networks, sewerage systems, road infrastructure and landscaping projects designed to support the emirate’s future expansion.

These investments are central to Dubai’s urban development strategy, with infrastructure capacity and residential growth remaining key priorities.

Major Investments Across Key Sectors

The project pipeline includes several large-scale developments across real estate, aviation, transport and utilities.

Key allocations include:

  • Real estate: AED 1.1 trillion for real estate projects through 2030.
  • Aviation: AED 128 billion for Al Maktoum International Airport, which is designed to handle up to 260 million passengers annually over the next decade.
  • Airline fleets: AED 328 billion for expanding the Emirates and flydubai fleets.
  • Aviation engineering: AED 18.7 billion for the new Emirates engineering and maintenance complex.
  • Financial services: More than AED 100 billion for Phase 2 of the Dubai International Financial Centre (DIFC).
  • Roads and metro: AED 100 billion for road upgrades and the development of the Dubai Metro Blue and Gold lines.
  • Exhibition infrastructure: AED 10 billion for expanding the Dubai Exhibition Centre.
  • Sewerage infrastructure: AED 80 billion for the Dubai Strategic Sewerage Tunnels system.
  • Rainwater drainage: AED 30 billion for the Tasreef rainwater drainage project.
  • Power and water: AED 151 billion for new electricity and water grid infrastructure.
  • Urban green spaces: AED 4 billion for the emirate’s Blue and Green Spaces Roadmap.

Together, these projects span essential urban services and economic infrastructure. They are intended to support Dubai’s expansion across residential, commercial, transport and industrial sectors.

Housing Expansion to Support Population Growth

Housing is another major component of Dubai’s development plans. The emirate aims to deliver approximately 350,000 residential units alongside the expansion of transportation and infrastructure networks.

The planned housing supply is part of a wider effort to accommodate population growth and support the needs of residents, businesses and economic sectors.

For Dubai Smart Cities development, the scale of these investments highlights the role of integrated urban planning, transport connectivity, utilities and residential infrastructure in preparing the emirate for future growth.

Mohammed bin Rashid Leadership Forum Focuses on Future Development

The Mohammed bin Rashid Leadership Forum reflects Sheikh Mohammed bin Rashid Al Maktoum’s vision of establishing a leadership ecosystem focused on shaping the future and creating opportunities.

The event also seeks to translate his leadership and management philosophy into an operational framework for adoption across Dubai government entities.

Its agenda includes sharing management practices, exchanging ideas and experiences, and discussing approaches to improving institutional performance. The forum also showcases future initiatives and Dubai’s strategic development direction.

His Highness emphasised the importance of forward-looking leadership, swift decision-making and translating ideas into projects that deliver tangible outcomes for people.

As Dubai continues to expand its housing, transport, aviation and utility networks, the AED 2.1 trillion project pipeline underscores the scale of the emirate’s development plans and its focus on building infrastructure to support future urban and economic growth.
