Oracle has opened its second Oracle Morocco R&D Hub, expanding its investment in the country’s technology ecosystem and reinforcing its commitment to developing AI and cloud technologies for global markets. The new research and development facility is located in Agadir and follows the recent launch of Oracle’s R&D center in Casablanca.

The Agadir R&D hub was inaugurated by Aziz Akhannouch, Head of Government of the Kingdom of Morocco, Amal El Fallah Seghrouchni, Delegate Minister in charge of Digital Transition and Administrative Reform, Karim Zidane, Delegate Minister in charge of Investment, Convergence, and the Evaluation of Public Policies, and Simon de Montfort Walker, Executive Vice President, Industry Applications at Oracle.

Aziz Akhannouch said the new facility reflects Oracle’s decision to expand its presence in Morocco. He noted that the investment demonstrates the country’s growing reputation as a competitive destination for advanced research, development, and technology innovation.

He added that Morocco benefits from a strong talent pool, respected academic institutions, and a national digital vision supported at the highest levels of government. According to Akhannouch, Oracle’s continued investment in local talent and cloud infrastructure strengthens its role as an economic and strategic partner in Morocco’s digital transformation.

Meanwhile, the Oracle Morocco R&D Hub strengthens the company’s broader strategy across the country and North Africa. Oracle already operates the Oracle Cloud Casablanca Region, while a second cloud region is planned in Settat. Together with the R&D centers in Casablanca and Agadir, Oracle aims to establish an integrated cloud and AI ecosystem in Morocco.

Oracle said it is the only major cloud provider combining sovereign cloud infrastructure, AI innovation, advanced research and development, and large scale talent investment in Morocco. The company believes these investments will help position the country as a regional center for AI innovation.

Amal El Fallah Seghrouchni said the Agadir R&D center aligns with Morocco’s national “AI Made in Morocco” roadmap. She explained that the project supports the development of AI, cloud computing, and data platform technologies while leveraging the capabilities of Moroccan talent.

She also said the investment demonstrates Morocco’s ability to attract strategic technology projects, encourage innovation, and strengthen its position as a digital hub connecting Africa, Europe, and the Middle East.

Karim Zidane stated that Oracle’s investment highlights the growing attractiveness of regions beyond Casablanca for high value technology investments. He said cities across Morocco are emerging as centers of innovation, digital excellence, and skilled talent.

According to Zidane, the Agadir hub will create opportunities for highly qualified Moroccan professionals, strengthen regional innovation ecosystems, and further position Morocco as a destination for AI, cloud technologies, and advanced research serving global markets.

The Agadir R&D center will focus on advancing Oracle’s cloud technologies, AI powered applications, data platforms, and industry specific solutions. In addition, the facility will create opportunities for Moroccan engineers, developers, and researchers.

Oracle said the Agadir center will complement its Casablanca operations by creating a multi city innovation network. This approach is expected to improve collaboration, expand access to skilled talent, and strengthen Morocco’s position as a technology destination serving Africa, the Middle East, and Europe.

Simon de Montfort Walker said the success of Oracle’s Casablanca R&D center, followed by the opening of the Agadir facility, reflects the company’s confidence in Morocco’s talent, digital ambitions, and expanding technology ecosystem.

He added that Oracle remains committed to supporting Morocco’s development as a leading center for digital innovation while advancing cloud and AI technologies that deliver greater value to customers and partners worldwide.

The Agadir facility includes collaborative workspaces, advanced development environments, and dedicated innovation labs designed to support research, experimentation, and product development across Oracle’s technology portfolio. With the launch of the Oracle Morocco R&D Hub, the company continues to expand its AI and cloud innovation capabilities while supporting Morocco’s ambition to become a regional technology leader.
