Abu Dhabi’s Department of Education and Knowledge (ADEK) is moving forward with its AI Literacy initiative. The programme now spans more than 170 private schools across the emirate.

The initiative offers a structured model of AI entitlement. It builds student capabilities progressively, starting from kindergarten and continuing through Grade 12. Wellbeing remains a priority at every stage.

In the early years, students focus on critical and logical thinking. These experiences are age-appropriate and screen-free. As students grow older, they gradually begin engaging with AI tools directly. Eventually, they learn to evaluate AI outputs, build AI-powered solutions, and understand how intelligent systems should be governed responsibly.

Throughout this journey, AI is meant to support student thinking, not replace it. Guardrails are in place to prevent overreliance on AI. These measures also protect students’ cognitive agency. By Grade 12, students advance to designing AI systems and scalable solutions. In this way, they move from simply using AI to actively contributing to its development.

A purpose-built framework sits at the core of the initiative. It follows a human-centered approach. Students are positioned as co-creators of AI systems and applications, guided by ethical judgment and responsible citizenship.

The framework outlines four key strands. These include AI conceptual understanding, critical evaluation and informed interaction, AI solution design and development, and responsible governance, data privacy and societal impact. To keep the framework rigorous and internationally benchmarked, its development drew on input from several global and national institutions, including the Organization for Economic Co-operation and Development, Massachusetts Institute of Technology, Microsoft, and Khalifa University of Science and Technology.

This AI literacy framework translates into practice through a dedicated curriculum. The curriculum balances the know-how and know-why of AI. It spans all grades and is anchored in four AI learner profiles. These range from AI Aware Explorer and AI Literate Thinker to AI Solution Builder by Grade 8, and finally Systems and Solutions Designer by Grade 12.

Additionally, the curriculum includes a full suite of year-long lesson plans and teacher toolkits. Schools can integrate it within existing subjects, through a hybrid model, or as a standalone offering. This flexibility ensures students meet required learning outcomes at every stage.

To measure progress, ADEK has introduced the AI Growth Test. This standardised assessment runs twice a year for students in Grades 4 through 12. It establishes a baseline of students’ AI knowledge and skills. Consequently, schools can identify individual and cohort-level learning needs and track progress over time. Where gaps appear, targeted bridging lessons help students catch up.

Underpinning the entire initiative is ADEK’s in-school Technology and AI Policy. This policy sets clear requirements for adopting and using AI and digital technologies in private schools. Schools must use AI learning tools that meet ADEK requirements. They must also maintain the digital infrastructure and staff capabilities needed for responsible implementation.

The policy establishes safeguards across six areas. These are data protection and student privacy, cognitive agency, academic integrity, human oversight of AI-generated decisions, content safety and cultural alignment with UAE values, and algorithmic fairness. Together, these safeguards aim to ensure AI strengthens learning while preserving independent thinking, problem-solving, judgment, and decision-making.

Teachers remain central to the initiative’s success. Therefore, a structured three-level professional development programme has been put in place, targeting 19,000 educators for training and upskilling.

Level 1 training is mandatory. It equips educators with core AI concepts, responsible and ethical use, prompting skills, and practical classroom applications. Level 2 offers optional training for heads of department, focusing on integrating AI into teaching and learning. Meanwhile, Level 3 provides advanced mastery training for a designated AI Lead in each school, building in-school expertise to support implementation.

Furthermore, teachers receive a comprehensive resource package. It covers the syllabus, learning outcomes, lesson plans, teaching materials, assessment guidance, implementation resources, and structured bridging content. This ensures consistent curriculum delivery across schools.

Overall, Abu Dhabi’s AI literacy initiative marks a shift. AI is no longer treated as just a classroom tool. Instead, it is being embedded as a core part of education. By combining ambitious learning outcomes with curriculum, assessment, policy, and teacher development, the initiative aims to raise confident, values-driven learners. These students will be equipped to use AI critically, act ethically, and contribute to the prosperity and wellbeing of Abu Dhabi and the world.
